Walsall Council is embarking on an exciting commissioning transformation programme and we are looking for passionate, innovative and outcome-focused individuals to join our newly integrated Commissioning Team. Following a review of commissioning functions across the Council, we are investing significantly in a new approach to commissioning that brings together expertise from across Health, Care and Communities. Commissioning - Age Well

We are seeking an enthusiastic and motivated Senior Commissioning Officer to join our Age Well Commissioning Team. This role focuses on supporting older people across residential and nursing care services, ensuring individuals receive high-quality, person-centred support in environments that promote dignity, independence, choice and wellbeing. Working closely with providers, health partners, operational colleagues and wider stakeholders, you will contribute to the development of sustainable, high-quality services that meet both current and future needs across Walsall's ageing population.

This is a strategically important area of development, presenting significant opportunities to influence the future residential and nursing care market and shape innovative approaches to supporting older people. The postholder will lead and support a range of commissioning projects and business-as-usual activity, helping to build a resilient and sustainable care market whilst driving continuous improvement in service quality and outcomes.

Key Areas of Responsibility

The role will contribute to and lead work across areas including:

  • Residential and nursing care commissioning
  • Market sustainability and market development
  • Provider engagement and relationship management
  • Dementia care and specialist support pathways
  • Workforce development initiatives
  • Contract management and performance monitoring
  • Integrated commissioning with health and wider partners
  • Data and intelligence-led commissioning
  • Development of innovative and future-focused models of care

The learning and outcomes from these projects will help inform Walsall's longer-term commissioning strategy and approach to residential and nursing care, ensuring services remain responsive, effective and capable of meeting increasing demand. This role offers an excellent opportunity for an experienced commissioning professional to influence strategy, shape future service models and contribute to major transformation programmes across Adult Social Care.

About You

You will have experience of commissioning, service development, contract management, project delivery or partnership working within health, social care or related public service environments. You will be able to demonstrate:

  • Strong analytical and problem-solving skills
  • Excellent stakeholder engagement and partnership working abilities
  • Experience of managing complex projects and programmes
  • An understanding of market development and service improvement
  • A commitment to improving outcomes for local communities
  • The ability to work collaboratively across organisational boundaries
