Birmingham City Council is offering an exciting opportunity to join the Public Health Division in a senior leadership role, leading the development and delivery of Birmingham’s Marmot City programme. Birmingham is committed to tackling health inequalities and taking whole-system action on the social determinants of health, working across the Council, the NHS, the voluntary and community sector, and wider partners to ensure that everyone has the opportunity to live a healthy life.
This role offers an opportunity to shape how Marmot principles are embedded across policy, strategy, and delivery, to improve outcomes for residents and reduce avoidable inequalities across the life course. The Public Health Division sits within the Adult Social Care and Health Directorate and works at local, regional, national, and international levels to improve population health and wellbeing.
Key responsibilities:- Leading the delivery of the Marmot City programme and ensuring alignment with national and local strategies, including the City Vision and Birmingham’s Joint Health and Wellbeing Strategy and corporate priorities.
- Working across Council directorates, the Integrated Care System, NHS partners, the voluntary and community sector, academia, and other stakeholders to drive a whole-system response to health inequalities.
- Embedding a “health in all policies” approach, ensuring that action on the wider determinants of health is integrated into decision making across the city.
- Developing and overseeing a robust programme management framework, including governance, performance, evaluation, and reporting to senior leaders, elected members, and system partners.
- Using evidence, intelligence, and lived experience to inform priorities and shape interventions that improve outcomes for the most disadvantaged communities.
- Representing Birmingham regionally and nationally in relation to Marmot City activity and health inequalities, helping to strengthen the city’s reputation as a leader in this agenda.
This is a high-profile role requiring excellent communication skills and the confidence to present complex information to a wide range of audiences.
Candidate profile / Qualifications:- Substantial experience of leading complex, multi-agency programmes focused on reducing health inequalities or addressing the wider determinants of health.
- Strong knowledge of Marmot principles, population health, and the national and local policy environment relating to health inequalities.
- Ability to build and sustain relationships across local government, the NHS, the voluntary and community sector, academia, and other partners.
- Experience of influencing policy and strategy in complex political and organisational environments.
- Experience in leading and managing performance, governance, and evaluation arrangements, ensuring delivery against priorities.
- Passionate about engaging with Birmingham’s diverse communities and committed to tackling inequality and injustice.
- Experience in managing and developing staff, fostering a culture of learning, innovation, and continuous improvement.
- Ability to use evidence and intelligence to inform decision making and demonstrate impact.
