This role involves managing the Service Charge Team responsible for all tenant and leasehold charges across the city. Birmingham City Council oversees the management of over 6,500 leaseholders and 59,000 council tenants.

Key Responsibilities

  • Ensuring financial deadlines are met.
  • Ensuring compliance within relevant legislation and service delivery to customers.
  • Accurate calculation and reconciliation of service charges, responsible for inputting charges into the Housing Management System.
  • Collaborate on end-to-end process mapping and ensure proper controls are in place and strengthened.
  • Advising senior stakeholders.
  • Driving process improvements while supporting team development.
  • Understanding regulatory and legislation requirements specifically for service charge accounting, the Landlord and Tenant Act 1985 and Section 20.
  • Managing a small team.
  • Providing expert advice to both service owners, budget holders, and customers.
  • Strong analytical skills with the ability to interpret complex financial data.
  • In-depth understanding of tenancy agreements and lease interpretation.
  • Responding to any complaints and queries from residents relating to service charges.
  • Producing and reviewing periodic financial reports for senior management.
  • Reviewing and optimizing legacy data to support transparency and accuracy.
  • Working with auditors/finance as part of the service charge reconciliation process.
  • Ensuring policies and procedures remain compliant with legislation and best practice.
