Engineering Design Services (EDS)

Engineering Design Services is a civil/structural/traffic engineering group working in the fields of highways, bridges, building structures, agricultural engineering and traffic control & information systems. We provide programme & project management, design, design review, procurement, construction and contract management and maintenance/asset management services to a variety of internal and external customers including developers. We are also engaged in some shared service provision with neighbouring local authorities.

S278 Team

The S278 Team comprises new and experienced engineers dedicated to project delivery at both the technical review and construction phase. Its aim is to improve safety, tackle congestion and enhance travel opportunities in the county. Projects include new link roads, junction improvements and cycle schemes.

Role

The Highways‑S278 Team is responsible for the technical review of developer‑funded new highway and highway improvement schemes, often working with a range of engineering disciplines. The Team operates a matrix working system with engineers working on projects for different team managers.

We are looking for a Project Engineer/Graduate Civil Engineer who is organised, proactive and ready to play a key role in shaping Warwickshire’s highways and infrastructure. The postholder will be supporting the delivery of developer‑funded and externally designed highway improvement projects. The workload will be diverse and challenging, and the results will be rewarding.

What You’ll Be Doing

  • Technical review of new highways and junction improvement schemes;
  • Assist with resolving issues and problems during the feasibility, detailed design, contract procurement and construction phases of a project;
  • Coordinate the design review/input of other specialist teams;
  • Assist with the preparation and tendering of construction contracts;
  • Supervise the construction phase of highway projects;
  • Preparing presentations and collating data for managers to present to various stakeholders;
  • Complying with legislative health and safety, environmental protection, traffic management and flood risk requirements;
  • Assist with administering contracts, consultant commissions and developer agreements;
  • Ensuring service requests are accurate and providing up‑to‑date commercial data to support budget management and NEC contract requirements;
  • Completing financial administrative tasks, including invoice processing and compliance checks;
  • Managing and maintaining confidential and complex project data, ensuring accuracy and secure storage;
  • Handling enquiries from the public, contractors and elected members with professionalism;
  • Supporting project development, including risk registers, programmes, quality plans, meeting records and documentation;
  • Updating records, inventories, registers and databases, resolving queries as needed;
  • Ensuring all work meets required quality standards;
  • Prepare updates as appropriate for senior team members;
  • Build good relationships, engage with colleagues and stakeholders, and communicate effectively – both orally and in writing;
  • Operate in a matrix working environment.
