Sandwell Metropolitan Borough Council is seeking a Strategic Finance Business Partner (Capital & Major Projects) to join its Finance and Transformation Division. This full‑time, permanent role is based from the Oldbury office and follows a hybrid working model.
Key Responsibilities
- Lead on the budget monitoring and financial reporting process for the Capital Programme and Major Projects, providing outputs for the Corporate Leadership Team and Councillors.
- Lead the development of the capital strategy document in collaboration with the Strategic Financial Planning and Treasury Accountant, supporting the Council’s Medium‑Term Financial Plan.
- Provide strategic financial advice and support to key corporate projects to ensure delivery of the Council’s objectives.
- Ensure value for money is achieved in the delivery of the capital programme and major projects.
- Lead the implementation of effective financial procedures and regulations, promoting good governance and continuous improvement.
- Deliver accurate and timely closure of accounts for the services under the remit of the post.
- Carry out any other duties appropriate to achieving the objectives of the post.
Qualifications and Experience
- CCAB Qualified with evidence of Continuing Professional Development.
- Extensive relevant experience in a finance role within Local Government or the Public Sector, including leading and developing teams to deliver business plans.
- Experience of finances linked to commercial projects/services.
- Demonstrated knowledge of strategic service planning.
- Understanding of the legislative framework and governance arrangements applicable to Local Government.
- Proficiency with financial systems, including extensive experience of Oracle Fusion.

Band J (£60,194 to £63,832)
