Sandwell Metropolitan Borough Council is looking for a Senior Planning and Administration Officer to provide technical and administrative leadership within our Asset Management & Improvement service. This role is responsible for ensuring repairs, including complex and high‑risk cases such as Housing Disrepair claims, are efficiently planned, managed, and completed to the highest standards for our customers.

Key Responsibilities

  • Manage the allocation of repair to employees and contractors, ensuring KPI targets and service standards are achieved.
  • Oversee the end‑to‑end administrative management of Housing Disrepair claims, ensuring works are progressed in line with legal directives and agreed schedules of works.
  • Liaise with Legal Services, Surveyors, Contractors and external representatives to monitor progress and mitigate risk.
  • Supervise Planning and Admin staff, including rota management, workload distribution, and performance oversight.
  • Assist with contract administration and monitor income and expenditure relating to suppliers and contractors.
  • Produce performance statistics and reports, including disrepair performance data and risk reporting.
  • Handle complaints, escalated calls, MP/Councillor inquiries, housing disrepair and insurance claims within required timescales.
  • Monitor and support compliance across safety‑related areas including gas, electrics, asbestos, fire, legionella, lifts, fleet, damp and mould.
  • Assist with reports, prepare documentation, coordinate meetings, take minutes and distribute information as required.
  • Manage attendance, annual leave, flexible working arrangements, and appraisals for employees under your supervision.
  • Lead induction, mentoring, coaching and identification of training needs for new and existing staff.
  • Ensure all duties are carried out in compliance with organisational policies, SOPs and Health & Safety legislation.

We are looking for someone who

  • Has experience within housing repairs or asset management.
  • Has knowledge and practical experience of Housing Disrepair processes and legal timeframes.
  • Has experience supervising or leading planning/administrative teams.
  • Demonstrates strong organisational skills with the ability to manage competing priorities, particularly within legally sensitive cases.
  • Is confident working with performance data and KPIs.
  • Has experience dealing professionally with complaints and challenging behaviours.
  • Communicates effectively with a wide range of stakeholders.
  • Is committed to delivering a high‑quality, customer‑focused service.
