This is a key leadership role within Highway Operations, focused on improving how we plan, deliver and measure our services across Worcestershire. We are seeking an experienced Systems and Performance Manager to lead the coordination and delivery of a wide range of operational projects. You will ensure that projects are delivered to recognised project management standards and in full compliance with relevant legislation and industry codes of practice, including the Highways Act 1980, New Roads and Street Works Act 1991, Construction (Design and Management) Regulations 2015 and the Well‑Managed Highway Infrastructure Code of Practice.
A central part of the role is identifying and responding to emerging national strategies, funding opportunities and policy changes. You will translate these into tangible benefits for Worcestershire, helping to maximise both financial investment and operational performance. This will involve working closely with colleagues and partners to position the service to respond effectively to future challenges and opportunities. You will also lead the development and implementation of improved operational practices within Highway Operations. This includes driving efficiencies through the use of data, systems and emerging technologies, ensuring that our services continue to evolve and deliver value for money.
You will oversee how performance is monitored and reported, ensuring that robust systems are in place to support decision making and demonstrate outcomes. Working as part of the Highway Operations Senior Management Team, you will contribute to the strategic direction of the service. You will collaborate across teams, engage with stakeholders and represent the service at a range of internal and external forums. Alongside this, you will provide leadership to your team, supporting their development and ensuring high standards of delivery.
About You
You will bring significant experience of delivering projects and managing change within a complex organisation, ideally within a highways or local government environment. You will have a strong understanding of relevant legislation and best practice, and the ability to apply this knowledge to operational delivery. You will be confident leading initiatives that improve systems, processes and performance, with a clear focus on efficiency and outcomes. The ability to analyse and interpret data, identify opportunities and implement practical solutions will be essential. Strong communication and influencing skills are key. You will need to work effectively with colleagues, partners and stakeholders at all levels, presenting complex information clearly and building strong working relationships. You should also have experience of leading or supporting teams, with the ability to motivate others and deliver results in a fast‑paced environment. You will be organised, proactive and able to manage competing priorities while maintaining attention to detail. A degree or equivalent relevant experience is required. A project management or Lean process qualification would be advantageous.
