Our Highway Inspection team is committed to maintaining the highway through thorough inspections and defect identification, in line with the Highways Act 1980.

By fulfilling our duty, we ensure the safety of highway users and deliver exceptional service to our stakeholders.

Main Responsibilities

We are seeking a highly organised and proactive individual to join our team as a Highway Inspections Technical Support Officer.

In this role, you will play a key part in ensuring the smooth and efficient operation of the Highway Inspections team.

Key Responsibilities

  • Act as a key member of the Highway Inspections team, supporting colleagues to ensure consistent work practices in line with approved policies and procedures.
  • Provide a high-quality, first-line response to enquiries from customers and stakeholders, escalating issues where appropriate.
  • Collate and analyse information from various sources to support performance reporting and respond to enquiries.
  • Maintain accurate and up-to-date digital records using record management systems and Geographic Information Systems (GIS).
  • Update GIS mapping layers to ensure accurate information is available for Staffordshire County Council and stakeholders.
  • Provide advice and support to councillors, community groups, residents, and businesses regarding highway inspection and resilience services.
  • Offer guidance to colleagues and stakeholders on specific highway enquiries or defects.
  • Assist in the creation, management, and delivery of work programmes, including arranging meetings, taking minutes, maintaining records, and preparing documentation.
  • Collect and file financial and project information, including purchase orders, invoices, reports, and communications.
  • Undertake financial administration tasks such as processing charges and receipts and producing budgetary information.
  • Assist with the collection and analysis of performance management data, process reviews, and audits.
  • Maintain and update the team’s website, intranet pages, and Share Point to ensure information is current and accessible.
  • Support the processing and management of claims and legal procedures within the team.
  • Foster strong working relationships with internal and external partners, contractors, and local communities to facilitate effective communication and coordination.
  • Assist in the administration of health, safety, environmental, and quality procedures.
  • Contribute to the continuous improvement of team processes, systems, and procedures.

We are looking for a proactive and detail-oriented individual who is passionate about delivering high-quality support in a fast-paced environment.

You will bring a combination of relevant qualifications, practical experience, and strong interpersonal skills to the role.

The minimum criteria for the purposes of shortlisting are

  • A Level 3 qualification (e. g. NVQ Level 3 in Business Administration) or equivalent relevant experience.
  • GCSEs (or equivalent) at grade 5 or above in English and Maths.
  • Proven experience using databases with a high level of accuracy and attention to detail.
  • Confident in engaging with a wide range of stakeholders, including members of the public and elected officials.
  • Proficient in Microsoft 365 applications, GIS mapping tools, and database systems.
  • Experience in processing purchase orders and invoices.
  • Comfortable working within multi-disciplinary teams and contributing to shared goals.

  • Strong written, verbal, and digital communication abilities.
  • Highly organised, with the ability to manage and prioritise multiple tasks effectively.
  • A keen eye for detail and a commitment to accuracy.
  • Awareness of the challenges facing local government, with a sound understanding of financial and commercial considerations.
  • Full Clean UK driving license
  • Willingness and ability to travel to meeting venues as required (this role is designated as a casual car user).
