Herefordshire Council is seeking an experienced and driven Corporate Fleet Manager to lead strategic and operational management of the Council’s vehicle fleet. This key role provides expert advice across the organisation to ensure the fleet is safe, compliant, cost‑effective and supports our ambition to decarbonise and achieve sustainability.
Responsibilities
- Develop fleet specifications, acquisition routes (purchase, lease or hire), maintenance schedules and disposal arrangements in partnership with Service Leads.
- Ensure full compliance with all relevant legislation and council policies including DVSA, DVLA, Operator Licence, insurance, MOT, taxation and driver checks.
- Manage fleet maintenance contracts, minimise downtime and ensure vehicles are safe, fit for purpose and operationally efficient.
- Develop and maintain a 5‑year vehicle replacement and capital investment programme to support the Medium Term Financial Strategy.
- Act as the Council’s technical expert on fleet policy, emerging vehicle technologies and sustainable transport solutions.
- Implement and manage fleet management systems including telematics, fuel cards and pool car systems to optimise utilisation and performance.
- Oversee accident reporting, investigations and driver safety programmes in line with Health and Safety and insurance requirements.
- Produce clear, data‑led performance reports on compliance, utilisation, costs, energy efficiency and emissions.
- Lead the development of a 5‑year plan to decarbonise the Council’s fleet, including trials of alternative fuel vehicles and delivery of EV infrastructure.
- Collaborate with colleagues across Health & Safety, HR, Legal, Insurance and service departments to achieve fleet excellence.
Qualifications
- Proven, significant experience in fleet management.
- Comprehensive understanding of fleet‑related health and safety requirements.
- Strong knowledge of DVSA, DVLA, Operator Licence requirements and Traffic Commissioner regulations.
- Experience in contract management, vehicle leasing and pool car systems.
- Experience in transitioning fleets to zero‑emission vehicles and implementing supporting infrastructure.
- Excellent analytical skills with the ability to produce clear, structured, data‑led management reports.
- Strong verbal and written communication skills and ability to work collaboratively across diverse teams.
- A full clean UK driving licence.
- A Certificate of Professional Competence (CPC) in Transport Management or equivalent.
- Organised, proactive and able to manage multiple priorities, confident in providing expert advice at all organisational levels.
