Electrical Compliance Manager – Redditch Borough Council / Bromsgrove District Council

This management role focuses on overseeing electrical compliance, managing contracts and assets across approximately 5,500 domestic housing properties and 300 communal blocks. It includes managing contractor performance, budgets, and ensuring compliance with statutory and non-statutory obligations for electrical services (e.g., EICRs, repairs, rewires, TV aerials, door entry and security doors, fire alarms, emergency lighting, lifts, laundry equipment and related services).

Location: Bromsgrove and Redditch Councils, North Worcestershire. The Councils are committed to delivering high-quality, customer-focused housing services.

Key Responsibilities

  • Lead electrical compliance across domestic and communal assets – Direct support for the Council’s mission to keep homes safe, well-maintained, and compliant with regulatory standards.
  • Manage and coordinate contractors – Oversee delivery of electrical and related services, ensuring quality and customer satisfaction.
  • Deliver planned inspection and remedial programmes (e.g., EICRs) – Mitigate risk and maintain housing stock in line with regulations and safety requirements.
  • Maintain performance reporting and risk registers – Provide senior managers with insights to inform compliance strategy and housing outcomes.
  • Support procurement and contract management – Drive value for money while meeting legal, financial, and customer-facing requirements.
  • Champion a customer-first approach – Use feedback and data to improve service delivery and resident empowerment.
  • Develop team capabilities and apply systems thinking – Align operations with Council transformation initiatives and collaborative service models.

Skills and Experience

  • Candidates must meet essential criteria in the persons specification and demonstrate solid expertise in electrical servicing and compliance, with at least five years of post-qualification experience in both domestic and commercial environments.
  • Essential qualifications include key electrical certifications: C&G 2365, Testing & Inspection 2391/2394/2395, and the 17th/18th Edition, plus a Health & Safety qualification.
  • Proven abilities in staff supervision, contract and budget management, and project oversight; strong interpersonal skills, reliability, a proactive mindset, and a clear understanding of health and safety responsibilities.
  • Fluency in systems thinking, problem-solving ability, and willingness to work flexibly across teams.
  • Valid driving licence and access to a vehicle.
  • Experience in housing property operations, auditing or quality assurance is advantageous. Desirable qualifications include a recognised project management certification and familiarity with council policies and IT systems. Membership of professional bodies and data-driven service improvements are viewed positively. Understanding of customer care, innovation, and ability to interpret drawings and technical plans are beneficial.
