Dudley Metropolitan Borough Council’s Integrated Early Years Service is seeking a part‑time Early Education Finance Officer to support the administration and monitoring of Early Education Funding (EEF) for the Council.

Responsibilities

  • Produce financial reports for senior managers and develop, document and maintain auditable recording systems for financial transactions and child/provider records.
  • Ensure compliance with council standing orders, statutory financial regulations, data protection, information security, GDPR and internal/external audit requirements.
  • Administer EEF payments for funded 9‑month‑olds, 2, 3 and 4‑year‑olds, including Early Years Pupil Premium (EYPP), Disability Access Fund (DAF) and Early Years Inclusion Funding (EYIF).
  • Ensure early years and childcare providers meet DfE statutory guidance, Dudley Code of Practice and Dudley Provider Agreement.
  • Provide advice, guidance and training to providers on using the Dudley online provider portal and reconciling termly headcounts and funding requests.
  • Offer support to parents and carers via the helpline regarding early years entitlements.
  • Conduct provider audit visits when required and maintain excellent communication and customer‑care skills.
  • Work in a fast‑paced, demanding environment, remaining calm, focused, organised and meeting strict deadlines.

Qualifications and Experience

  • Experience working within a finance and accountancy environment, with demonstrated ability to produce financial reports.
  • Proficient in finance and accounting software, databases and Microsoft Office (Word, Excel, PowerPoint).
  • Strong IT skills and experience with developing and maintaining effective recording systems.
  • Knowledge of early years and childcare sector and statutory guidance; enhanced DBS clearance required.
  • Ability to comply with data protection, GDPR and audit processes.
  • Resilience, professionalism and effective communication with the public and providers.
