Worcestershire Regulatory Services is looking for a new Director following the decision of its long‑standing leader to stand down after 38 years of local authority service. The shared service has delivered Environmental Health and Licensing services on behalf of all six district councils for the last 16 years and managed Trading Standards for Worcestershire County Council during that time. It also discharges petroleum licensing and safety at sports grounds functions for the County Council and contracts for a range of Environmental Health‑related functions beyond the county border.

The service has a strong track record of good performance and financial efficiency, reporting to a joint committee of the six district councils. The Director works closely with the County’s Public Health Team to ensure Trading Standards services discharge statutory requirements.

We are seeking a senior regulatory professional with a strong record of delivering successful outcomes to lead the service into the new world post‑Local Government Reorganisation (LGR). Applicants should have demonstrable leadership skills across a spectrum of enforcement or related activities, excellent written and oral communication abilities, and experience working with elected members to deliver against agreed outcome measures. A resilient character is essential for addressing issues that arise from a diverse range of communities across a significant geographical space. Financial acumen is key to maintaining the service within its £4.8 M budget while pursuing best‑practice initiatives.

The shared service remains the sole example of a county‑wide collaboration for regulatory services in a 2‑tier area, with innovation at its core. Successful candidates will be familiar with innovations in regulatory delivery and be ready to continue developing these across the breadth of regulatory functions, including potential additions such as Enviro‑crime and Planning enforcement under LGR.
