Birmingham City Council are looking for an experienced and motivated manager to support the leadership of the Temporary Accommodation (TA) Service. This is a key operational role where you will oversee the delivery of high‑quality, compliant and cost‑effective temporary accommodation, supporting the Council to meet its statutory homelessness duties and wider housing priorities. You will play a critical role in managing a service operating at significant scale, with over 5,500 households currently in temporary accommodation and increasing demand across the city.
The service continues to grow, with new accommodation sites and provision being mobilised to respond to demand and reduce reliance on Bed and Breakfast provision. You will work as part of a wider management team across a number of key functional areas within Temporary Accommodation, including lettings and allocations, income and financial performance, move‑on support, and complaints, reviews and contract management. What you will be doing:
- Support the day‑to‑day operation and ongoing development of the Temporary Accommodation Service
- Ensure statutory homelessness duties are met through the provision of suitable emergency and interim accommodation
- Support the reduction and elimination of inappropriate accommodation, including the use of Bed and Breakfast
- Monitor and manage TA performance, including occupancy levels, voids, and move‑on outcomes
- Oversee tenancy support and ensure households are supported to move on into settled accommodation in a timely way
- Manage housing benefit processes, and rent arrears prevention to maximise income and reduce financial risk
- Ensure properties meet required health & safety standards and compliance requirements, including inspections and risk assessments
- Lead and develop teams, embedding a high‑performing, customer‑focused and continuous improvement culture
- Work collaboratively with casework services and wider housing teams to deliver coordinated housing solutions
- Use data and insight to monitor performance, identify issues, and drive service improvements
- Respond to complex cases, complaints, and legal challenges, ensuring decisions are compliant with legislation and policy
About you:
- We are looking for confident and experienced managers who can operate effectively within a complex, fast‑paced and high‑demand environment.
- Experience in a similar role within housing, homelessness, or a related frontline service
- An understanding of homelessness legislation and Temporary Accommodation provision
- An understanding of licence management, property or asset management, and service delivery
- Experience of working within a performance‑driven environment
- Strong analytical skills, with the ability to use data and insight to improve service delivery
- Experience of managing complex operational services and resolving challenging issues
- The ability to build and maintain effective relationships with internal teams and external partners
- Strong communication and influencing skills, with the ability to engage a wide range of stakeholders
- Experience of managing performance, driving improvement and implementing change
- A commitment to delivering high‑quality services and improving outcomes for vulnerable residents
