About The Role
We are recruiting for an exciting senior leadership opportunity within Birmingham City Council’s Housing Strategy function. This role will play a critical part in shaping the future of Housing Services through strategic planning, transformation, modernisation and partnership development. Working closely with the Assistant Director and senior leaders across the Housing Division, you will lead high‑profile programmes that improve operational efficiency, strengthen service delivery and ensure Housing Services are prepared for future legislative, policy and customer demands. This role offers the opportunity to influence housing strategy at a city‑wide level, drive innovation and transformation, and work with a broad range of internal and external partners to deliver better outcomes for Birmingham residents.
Key Responsibilities
- Lead strategic programmes that support the modernisation and continuous improvement of Housing Services.
- Develop housing strategies, business plans and service improvement initiatives that deliver measurable outcomes.
- Translate national policy and legislative changes into practical service responses and future plans.
- Lead commissioning, contract management and partnership activity across your portfolio area.
- Drive evidence‑based decision‑making through the effective use of performance data, insight and intelligence.
- Develop business cases, funding bids and transformation proposals that support service priorities.
- Build strong relationships with stakeholders, partners, elected members and senior leaders to influence change and deliver strategic objectives.
About You
We are looking for experienced strategic leaders who can combine housing expertise with strong programme delivery, partnership development and transformation skills.
- Significant senior management experience within housing, public services or a related environment.
- A proven track record of leading complex transformation, change or service improvement programmes.
- Strong understanding of housing policy, legislation and the challenges facing local government housing services.
- Experience of developing strategies, business plans and performance frameworks that drive improvement.
- Excellent stakeholder management, influencing and partnership‑building skills.
- Strong analytical capability with experience using data and intelligence to inform decision‑making.
- The ability to operate effectively within a politically sensitive environment and manage competing priorities.
