Senior Streetworks Officer

West Midlands Combined Authority (WMCA) is seeking a proactive and highly organised Senior Streetworks Officer to lead a brand‑new initiative focused on identifying and delivering collaborative works opportunities across the highway network.

The role will involve coordinating with utility companies, highway authorities, developers and other key partners to compare aims, build resilience and improve journey times for residents, businesses and the environment.

  • What You Will Be Doing
  • Partner with Governance to establish political and organisational buy‑in at all levels.
  • Convene a multi‑partner Steering Group and establish a governance structure to deliver successful collaboration.
  • Undertake effective monitoring and evaluation, reporting on KPIs to the Steering Group to inform future enhancement of the collaboration service.
  • Identify data requirements and opportunities to improve data accuracy, data sharing and data accessibility.
  • Identify, manage and report on risks.
  • Promote and lead behaviour change.
  • Work collaboratively and in partnership with multiple agencies to identify conflicting aspirations and develop appropriate solutions.
  • Understand the hotspots on the network for potential disruption and high‑impact disruptions.
  • Ensure regulations and the Code of Practice are adhered to.
  • Identify potential cost‑saving opportunities through process improvements.

Essential Qualifications

  • Experience in streetworks regulations and practices.
  • Experience of interpreting programmes and spatial data.
  • Experience of analysing datasets.
  • Experience working with and coordinating multiple partners.
  • Good organisational skills and ability to manage workloads effectively.
  • Good problem‑solving skills.
  • Ability to communicate clearly and build effective working relationships with stakeholders and partners.
  • Good communication skills.
  • Understanding of data protection and confidentiality when handling sensitive information.
  • Ability to work proactively, with minimal supervision.

16 Summer Lane; the role requires at least three days a week in the office or out on site visits.
