The West Midlands Combined Authority (WMCA) is looking for a Revenue and Development Manager to drive revenue that directly supports public services. The role involves leading the growth of Transport for West Midlands’ non‑ticketing income, transforming commercial opportunities into sustainable revenue streams that deliver tangible value for the organisation and the communities we serve.
The successful candidate will develop new ways to generate revenue at bus stations, grow existing CCTV monitoring and drone piloting services, and generate income that can be reinvested into the region. This is a highly visible role for a commercially astute and results‑driven professional who thrives on building relationships, influencing stakeholders, and turning ideas into measurable outcomes.
You will attend industry events, represent the organisation externally, develop a strong pipeline of opportunities, and use data and forecasting to drive informed decision‑making. You will have accountability for revenue targets and commercial performance, shaping strategy while delivering real results.
Contract: 2‑year fixed term.
Location: 16 Summer Lane with at least 3 days a week spent in the office or on site visits.
Responsibilities:
- Analyse market trends and competitor pricing to make data‑driven decisions.
- Design, launch and evaluate proof‑of‑concept propositions for new revenue streams.
- Monitor and forecast revenue performance.
- Conduct regular audits of revenue systems.
- Manage development of tender exercises.
- Develop and maintain strong working relationships with key stakeholders and partners.
- Create and manage a pipeline of commercial activity including obtaining contacts.
- Attend and present at relevant industry events to promote the products and services of TfWM.
- Prepare business cases and financial appraisals, including cost‑benefit analysis and risk assessment.
- Identify grant funding opportunities that support non‑farebox income or cost reduction.
Essential Qualifications:
- Significant experience – with demonstrable results – of revenue improvement, including assessment of net and gross profit.
- Demonstrable experience of using revenue forecasting models and financial appraisals to support new commercial propositions.
- Development of new revenue streams and/or launch into new markets.
- Proficient at managing multiple workstreams and implementing relevant projects either in collaboration with partners, or independently.
- Strong analytical and problem‑solving skills.
- Strong project management skills.
- Sound business and financial acumen with ability to interpret data.
- Highly developed influencing and relationship‑management skills.
- Ability to identify and assess commercial risks associated with new or pilot revenue activity.
