We have an excellent opportunity for a Property Management Surveyor to join the Property and Strategic Assets team at the West Midlands Combined Authority. This is a varied and rewarding role where you will help manage and optimise a diverse property portfolio, ensuring our assets are well managed, compliant and delivering value for money. You will play an important part in supporting strategic asset objectives through strong operational property management, sound professional advice and effective engagement with internal and external stakeholders. What You Will Be Doing
- Help ensure the effective day-to-day management of the organisationâs property portfolio, working alongside our external property managing agents, while contributing to wider asset planning and decision-making.
- Work across a broad range of property matters, including lease events, inspections, compliance, property records, stakeholder liaison and budget monitoring.
- Support strategic asset planning through operational property data and insights.
- Contribute to property reviews and business cases to support asset optimisation.
- Maintain and update the property asset register.
- Prepare reports, recommendations and professional advice on property matters.
- Manage lease events including lease renewals, rent reviews and terminations.
- Oversee leases, licences and tenancy agreements across the portfolio.
- Ensure compliance with lease terms and wider statutory and contractual obligations.
- Liaise with tenants, landlords, internal teams and external partners to resolve property-related issues.
- Act as a point of contact for internal departments, elected members and external stakeholders.
- Coordinate maintenance and repair activity with contractors and maintenance teams.
- Conduct regular inspections of council-owned properties.
- Support acquisitions, disposals and valuations of property assets.
- Work closely with legal and finance colleagues to ensure due diligence and compliance.
- Monitor budgets and expenditure linked to property operations.
- Support financial forecasting, reporting and budget planning for property assets.
- Identify opportunities for cost savings, income generation and value for money.
- Ensure rents and service charges are demanded, received and reconciled within the proper timescales.
- Contribute to sustainability and social value outcomes through effective property management.
- Carry out risk assessments and support the implementation of mitigation measures.
- Represent WMCA in a professional manner at all times.
Whatâs Essential
- Experience of property management, including lease administration, lease events and landlord and tenant matters.
- Knowledge of property legislation, lease terms, valuation principles and health and safety requirements.
- The ability to manage inspections, maintain accurate records and ensure compliance across the portfolio.
- Experience of working with contractors, managing agents and external stakeholders.
- Strong communication and negotiation skills, with the ability to build credibility with a wide range of people.
- Confidence in monitoring budgets, supporting financial planning and identifying opportunities for cost savings or income generation.
- An understanding of asset management principles and property performance measures.
- The ability to interpret legal documentation and apply it in practice.
- A degree, or equivalent qualification, in property management, surveying or a related field.
- Membership of, or progress towards membership of, RICS or a similar professional body.
Location
The location for this role is Summer Lane with at least 2 days a week spent in the office.
