Birmingham City Council is seeking experienced and driven professionals to support the transformation and strengthening of supported housing across the city. This role sits within a significantly expanding Housing Solutions and Support Service, where new investment and funding are increasing the Council’s responsibilities for supported housing commissioning, oversight, and delivery. The service is responding to rising demand, growing complexity, and new regulatory expectations, particularly in relation to supported exempt accommodation and provision for residents with complex needs.

You will play a key role in delivering improvements set out in the Council’s supported housing programme—supporting better coordination across the system, strengthening performance and assurance, and ensuring accommodation is safe, suitable, and achieving positive outcomes. Working across a complex housing system that includes over 32,000 supported housing units and strong links to homelessness, rough sleeping, and temporary accommodation pathways, you will contribute to the modernisation of services, ensuring they are efficient, evidence‑led, and focused on prevention and move‑on. What You Will Be Doing

  • Support the delivery of transformation and improvement activity across supported housing services, aligned to the Council’s growth and modernisation programme.
  • Contribute to commissioning and contract management arrangements, supporting effective oversight of funded supported housing provision delivered through partner organisations.
  • Monitor provider performance, service quality, and compliance, helping to ensure accommodation is safe, suitable, and meets required standards.
  • Use data, service intelligence, and performance metrics to identify gaps in provision and support evidence‑based decision‑making.
  • Undertake needs analysis, service reviews, and value‑for‑money assessments to inform future supported housing provision and investment.
  • Support the development and implementation of supported housing strategies, policies, and business plans.
  • Contribute to strengthening governance, assurance frameworks, and reporting arrangements across supported housing services.
  • Work collaboratively with internal teams and external partners, including voluntary sector providers, to improve coordination across the supported housing system.
  • Support the Council’s response to legislative and regulatory changes, including emerging requirements linked to supported housing oversight and compliance.
  • Prepare reports, briefings, and business cases to support decision‑making, funding bids, and service development.
  • Support stakeholder engagement and partnership working to deliver a joined‑up, city‑wide approach to supported housing.

About You

We are looking for individuals who are analytical, collaborative, and committed to improving supported housing services and outcomes for residents. You will bring:

  • Experience working in supported housing, housing services, commissioning, or a related field.
  • An understanding of supported housing provision, including challenges around quality, demand, and regulation.
  • Experience supporting service improvement, transformation, or programme delivery activity within a complex service environment.
  • The ability to use data and insight to inform decision‑making and track service performance.
  • Experience of or exposure to commissioning, contract management, or performance monitoring.
  • Strong partnership working skills, with the ability to build effective relationships with providers and stakeholders.
  • Good communication skills, including writing reports and presenting complex information clearly.
  • Strong organisational skills, with the ability to manage competing priorities and deliver to deadlines.
  • A proactive approach to identifying issues and implementing practical solutions.
  • A clear commitment to improving outcomes for vulnerable residents, particularly those in supported housing or at risk of homelessness.

This role is hybrid, with working arrangements based on service needs and requiring attendance at face‑to‑face meetings.
