Permanent position. Grade 7 – £66,627 - £85,845. Working 36.5 hours per week. Sponsorship is not available. Applicants must have the right to work in the UK without employer sponsorship for the duration of the appointment.

About The Role

As Head of Service, you will lead a large and complex housing management function, working closely with senior leaders, elected members, partners and residents to drive service excellence and continuous improvement. You will be responsible for strategic and operational delivery of housing management services across a designated locality, leading improvements in tenancy management, estate management, anti‑social behaviour (ASB) services and tenant engagement, developing innovative strategies to support safe, healthy and inclusive communities and ensuring responsive, performance‑driven services. You will lead significant change and transformation programmes, manage substantial budgets and resources, and deputise for the Director of Housing Management. You will also contribute to wider corporate priorities.

Key Responsibilities

  • Drive improvements in tenancy management, estate management, ASB services and tenant engagement.
  • Develop and deliver innovative strategies that support safe, healthy and inclusive communities.
  • Ensure housing services are responsive, performance‑driven and focused on improving customer experience.
  • Lead significant change and transformation programmes across housing services.
  • Manage substantial budgets and resources, ensuring value for money and effective service delivery.
  • Deputise for the Director of Housing Management and contribute to wider corporate priorities.

About You

You are a strategic housing leader with the experience, credibility and vision to deliver services at scale. You will bring:

  • Significant senior leadership experience within housing management, tenancy services or a comparable environment.
  • Extensive knowledge of tenancy management, enforcement, estate management, ASB, complex needs and services for older people.
  • A proven track record of leading large teams through change and delivering high‑performing services.
  • Strong experience of partnership working with residents, elected members, statutory agencies and external stakeholders.
  • Experience managing significant budgets, resources and complex service delivery programmes.
  • A strong understanding of the legislative, regulatory and policy framework governing housing services.
  • Degree‑level education (or equivalent experience) and membership of the Chartered Institute of Housing (CIH) through qualification or relevant experience.
