West Midlands Combined Authority (WMCA) invites applications for the Head of Depot Delivery role, a senior leadership position that oversees the strategy, acquisition, and modernisation of bus depot infrastructure across the West Midlands. The role is key to delivering the region’s first bus‑franchising programme and includes a major capital investment of approximately £60 million to secure depot assets suitable for fleet electrification. Location 16 Summer Lane, Birmingham, B19 3SD – the role requires presence in office at least 2‑3 days per week.
Key Responsibilities
- Own the bus depot strategy to enable immediate franchising delivery and future optimisation.
- Lead depot acquisition, ensuring efficient value for money.
- Act as Senior Responsible Owner and programme sponsor for major depot programmes, delivering agreed scope, cost, quality and timelines.
- Sponsor depot improvement and remedy works to secure safety, efficiency and suitability for franchised operations.
- Coordinate with fleet strategy leads to align depot development with fleet electrification.
- Ensure depots possess required engineering facilities, MOT bays, training schools, paint shops, fuelling and electrification infrastructure.
- Establish lease‑back arrangements, maintenance regimes and performance frameworks for franchised operators.
- Define and monitor KPIs, reporting on safety, environmental and operational standards.
Essential Criteria
- Senior leadership experience managing complex property or infrastructure portfolios, including acquisition, development, and improvement of operational assets.
- Proven track record as Senior Responsible Owner or programme sponsor for large‑scale capital programmes, delivering on time, cost and quality.
- Strong commercial acumen, demonstrable outcomes, and ability to drive value, efficiency and revenue growth.
- Experience leading property maintenance, improvement and remedy programmes for safe and compliant assets.
- Background in property and infrastructure solutions supporting operational delivery, ideally within transport, logistics, or utilities.
- Excellent communication skills with the ability to articulate technical, commercial and operational issues to senior leadership and stakeholders.
- Capability to manage matrix teams and multi‑disciplinary partners across organisational boundaries.
- Outcome‑driven mindset, proactive risk and opportunity management, and decisive delivery.
- Adaptability and resilience in a politically led organisation.
- Equivalent of a degree level education or relevant senior‑level experience.
