This is a newly created role within a newly established Digital & Technology Coordination Unit at a pivotal point in the evolution of the Technology & Insight Directorate. As Change Control Manager, you will have a rare opportunity to design, shape and embed how technology change is governed, coordinated and assured across a complex, mission‑critical environment. You’ll sit at the heart of the coordination units operational spine, owning the end‑to‑end change governance framework from CABs and release readiness through to audit assurance and performance insight. This is a role for someone who wants to build something sustainable, influence senior leaders, and strike the right balance between delivery pace, operational resilience and risk.
What You’ll Be Doing
- Establishing and running the Technology Change Advisory Board (CAB), including standard, fast‑track and emergency changes
- Designing, operating and continuously improving the organisation‑wide change governance and release‑readiness approach
- Owning the single change calendar, identifying conflicts, risks, dependencies and blackout periods
- Leading release‑readiness assessments to ensure changes meet defined standards before entering live service
- Ensuring every change is supported by robust documentation, rollback plans, monitoring, support models and non‑functional requirements
- Maintaining audit‑ready change records aligned to ISO and internal assurance requirements
- Working closely with Product, Data, Corporate IT, Operational Technology and Enterprise Architecture teams to coordinate change activity
- Integrating change governance with portfolio, assurance and stage‑gate processes alongside the Corporate PMO
- Providing performance insight on change flow, success rates, failure patterns and systemic risk
- Surfacing constraints, capacity issues and dependencies early, supporting predictable planning and delivery
- Playing a key role in shaping new tools, standards, templates and ways of working across the directorate
Whats Essential
- Experience managing or coordinating IT, digital or operational‑technology change in a complex technical environment
- Experience facilitating CABs, release cycles or formal readiness reviews
- Experience working within portfolio‑led environments with multiple concurrent projects or product teams
- Strong understanding of ITIL Change Management, release management and governance controls
- Practical experience of Agile, Lean or DevOps‑aligned delivery practices
- Ability to interpret and manage technical risk across infrastructure, cloud, data, applications and OT
- Strong analytical skills with excellent attention to detail and audit discipline
Location
The location for this role is 16 Summer Lane, Birmingham, B19 3SD with at least 2 days a week spent in the office.
