Birmingham City Council are looking for experienced and driven Building Safety Managers to lead building safety compliance across the Temporary Accommodation (TA) portfolio. This is a critical role where you will ensure that accommodation provided to residents is safe, compliant and meets all regulatory requirements. You will play a key role in supporting a service operating at significant scale, with over 5,500 households currently in Temporary Accommodation. As the portfolio continues to grow, strengthening building safety compliance and assurance is a key priority to ensure the Council meets its legal obligations and provides safe, high-quality accommodation.
The Temporary Accommodation estate now operates at a scale comparable to a medium‑sized housing provider, with a wide range of property types and locations. This role will ensure that strong building safety oversight, governance and control arrangements are embedded across the full portfolio, aligning with wider City Housing compliance standards. This is a high‑impact opportunity to shape a developing compliance function, strengthening safety, managing risk, and improving outcomes for residents.
What You Will Be Doing
- Lead the oversight and management of building safety across Temporary Accommodation and relevant residential buildings.
- Ensure compliance with all relevant building safety legislation, fire safety regulations, and housing standards.
- Act as the named Building Safety Manager, supporting the Council (as Accountable Person) to fulfil its statutory duties.
- Develop, maintain and manage building safety records, including safety case files and the “golden thread” of information across buildings.
- Oversee fire risk assessments, health & safety inspections, and compliance programmes, ensuring all actions are implemented in a timely manner.
- Monitor contractor performance and ensure all maintenance, repairs and works are carried out in line with safety requirements and regulations.
- Challenge and elevate non‑compliance where necessary, ensuring risks are effectively mitigated.
- Respond to complex property enquiries, identifying comprehensive responses and ensuring implementation and monitoring.
- Lead on risk identification and management across buildings, ensuring proactive management of safety risks throughout the asset lifecycle.
- Engage with team members, residents and occupiers on building safety, including developing and implementing resident engagement approaches.
- Act as the key point of contact for building safety matters, working with internal teams, contractors and external regulators.
- Ensure compliance with regulatory requirements, including reporting, assurance and audit processes.
- Support the development of systems, processes and governance frameworks to strengthen building safety across the TA portfolio.
About You
- Significant experience in building safety, compliance, asset management or a related field.
- A strong understanding of building safety legislation, fire safety, and health & safety requirements.
- Experience of managing building risk, fire risk assessments, or compliance programmes in residential settings.
- Knowledge of high‑rise or multi‑occupancy residential buildings and associated regulatory frameworks.
- Strong stakeholder management skills, with the ability to work collaboratively across services and with external partners.
- Excellent analytical skills, with the ability to identify, assess and mitigate risk effectively.
- Experience of managing contractors and ensuring compliance with safety standards.
- Strong communication skills, with the ability to engage residents and explain complex safety issues clearly.
- The ability to challenge and influence at all levels to ensure safety and compliance.
- A proactive and resilient approach, with the ability to manage competing priorities in a fast‑paced environment.
