Birmingham City Council are seeking two Acquisition Project Leads to play a key role in delivering our Housing Strategy by securing more genuinely affordable homes across the city. The Council's Housing Strategy set out a refreshed approach to the delivery of affordable housing, and a key part of this role is focused on acquisitions and land led development. We are looking for individuals with a development, allocations or Homes England background to support this program.
The successful postholder will be responsible for delivering a portfolio of acquisitions and must be motivated, enthusiastic and be able to demonstrate an understanding of partnership working and operational collaboration. The sole focus of this role is around delivering genuinely affordable housing so a passion for improving outcomes for people in the city on a lower income and unable to access the housing market is a must. This is an exciting opportunity to lead and manage a portfolio of residential acquisitions, contributing directly to inward investment and housing growth. The role is pivotal in identifying funding opportunities, developing business cases, and ensuring successful delivery of acquisitions programmes. Outside of that, we are looking for a capable project manager, with a can-do attitude wanting to make a difference for Birmingham residents.
This is a hybrid role, and onsite attendance is subject to service needs.
Key Responsibilities- Lead and manage a portfolio of residential acquisition projects across Birmingham
- Identify and secure grant funding, developing robust business cases and financial appraisals
- Coordinate activity across internal services and external partners to deliver projects on time
- Manage project budgets and ensure effective financial control of acquisition programmes
- Oversee procurement of external consultants and contracts where required
- Present progress, reports, and proposals to senior officers and governance forums
- Engage with Ward Councillors and contribute to public consultation activity
- Work closely with operational teams to ensure new assets are successfully integrated into housing stock
- Liaise with commercial partners to identify suitable opportunities for acquisition
- Ensure compliance with funding requirements, reporting obligations, and programme delivery milestones
- Evidence of higher education in a housing-related discipline
- Strong knowledge of property acquisition and value-for-money assessments
- Understanding of housing need and how assets should be utilised within a local authority context
- A proven track record of leading complex projects and cross-directorate working
- Experience of managing acquisition programmes, including residential acquisitions
- Strong financial management experience, including project budgets
- Experience working with both public and private sector partners
