Job Overview
Winchester City Council is seeking an experienced Health and Safety professional to assist the Council in delivering on and maintaining its comprehensive health and safety management systems. This full‑time role (37 hours per week) will work in support of the Service Lead – Public Protection and will require a NEBOSH diploma in Occupational Safety and Health or an equivalent qualification and a proven track record of delivering health and safety for a large organisation, with some experience in emergency planning being an advantage.
Key Responsibilities
- Deliver and maintain comprehensive health and safety management systems in partnership with the Service Lead.
- Write health and safety policy, risk assessments and conduct workplace audits of safe working practice.
- Investigate accidents and dangerous occurrences; provide advice on the Council’s response to critical incidents and emergency situations and produce reports on data trends with recommendations to senior management.
- Engage with service managers, demonstrating good judgement, setting priorities, meeting deadlines and working effectively under pressure.
- Contribute to developing a positive safety culture throughout the organisation and support resilience across both internal health‑and‑safety advice and the Public Protection Service’s external enforcement role.
Qualifications and Experience
- NEBOSH diploma in Occupational Safety and Health or an equivalent qualification.
- Proven track record of delivering health and safety for a large organisation.
- Experience in emergency planning is an advantage.
- Strong written communication skills for policy and reporting; interpersonal skills to engage with service managers.
- Ability to work independently, set priorities, meet deadlines and work under pressure.
