Wiltshire Council is seeking an experienced Energy and Utilities professional to play a pivotal role within its Property Operations and Investment Service. As part of the Energy Team, you will act as the technical lead for building energy management, ensuring robust financial control, regulatory compliance, and continuous improvement across a diverse property portfolio. This is an opportunity to shape best practice, influence strategy, and contribute to ambitious carbon reduction objectives.

As the council’s principal point of contact for utilities, you will lead on contract management, procurement, and supplier oversight, ensuring value and performance across high‑value agreements. You will collaborate widely with internal stakeholders, from Housing and Schools to Street Lighting, while providing expert input on capital projects, energy infrastructure, and the transition of new and refurbished buildings into efficient, business-as-usual operations.

A key focus of the role is delivering measurable impact. You will drive energy efficiency initiatives, support carbon reduction pathways, and ensure compliance with evolving legislation. Alongside managing budgets, forecasting, and verifying expenditure, you will oversee complex utility site works, contribute to EV infrastructure planning, and guide colleagues in embedding best practice across energy, water, and carbon management.

Responsibilities:

  • Collaborate with colleagues from across the organisation, to deliver energy efficiency and carbon reduction objectives, corporate energy and carbon policy, capital investment decisions, Local Energy Plans, and the Carbon Reduction Pathway.
  • Hold responsibility for ensuring that the council meets all statutory and regulatory energy related compliance obligations (EPBD, MEES, etc) and translate requirements into compliant procedures to manage legal, financial, and reputational risk.
  • Manage the procurement, award and monitoring of all utility‑related contracts, acting as the council’s client‑side technical and commercial authority.
  • Provide specialist energy input at key stages of capital build, refurbishment and maintenance projects to transition into business-as-usual operations.
  • Manage the council’s energy site works and building utility work across a complex and diverse property portfolio, including new connections, upgrades, disconnections and exchanges.
  • Support the management of energy budgets, expenditure, and forecasting, ensuring effective financial control and accurate verification of contractor payments.
  • Provide professional oversight and specialist guidance to Energy Officers and other operational colleagues, ensuring procedures relating to energy compliance, energy management, carbon reduction, and utilities management are understood and adhered to.
  • Act as the Energy Lead for property related EV work, including liaison with Fleet and all associated partners.

Qualifications:

  • Educated to degree level (Physics, M&E Engineering, Renewable Energy, Sustainability etc) or other level 6 qualification, or the ability to demonstrate equivalent knowledge and skills required for the role.
  • Industry specific professional qualification (Chartered Energy Manager, Junior Energy Manager Apprenticeship Certificate etc.) or a willingness to undertake the JEM.
  • Expert knowledge and experience of coordinating and monitoring utility siteworks, working with District Network Operators, suppliers, meter operators, and contractors.
  • Demonstrable experience of running high value energy and water contracts, serving a large and varied commercial property estate.
  • Proven ability to research and develop bespoke contract specifications, including having knowledge of Power Purchase Agreements, sleeving arrangements, and REGO backed electricity tariffs.
  • Proven experience of water conservation policy development and of rolling out and embedding innovative procedural innovations.
  • Good understanding of Electric Vehicle charging point specifications and the EVC strategic sphere.
  • Confident attending site visits at properties across the county to check on equipment, carry out fault finding analysis, or to liaise with site staff and contractors as required.
  • Numerate, with advanced excel skills, and be confident analysing and manipulating complex data.
