Job Purpose
To undertake the design, development and implementation of Traffic Engineering measures to improve road safety and network efficiency throughout the County of Wiltshire. Problem solving and technical decision making is integral to the role and an innovative and creative approach making use of extensive technical knowledge and experience in traffic engineering techniques is required to ensure the council is delivering solutions as efficiently & effectively as possible, while providing value for money.
Job Overview
You will be responsible for leading and supervising the design and delivery of traffic management measures to improve road safety and enhance network capacity across the highway network. This includes developing scheme details in collaboration with residents and stakeholders through Community Area Transport Groups, consulting on options, and determining which schemes to progress where multiple technical considerations must be balanced. You will organise detailed designs of approved schemes, ensuring compliance with statutory procedures and current legislation, and oversee installation and site works, making swift decisions during construction to avoid delays.
The role involves representing the Council at Community Area Transport Group meetings and Town and Parish Council meetings, providing expert technical advice on traffic engineering solutions with sensitivity to legislative and technical constraints. You will advise members, councils, police, developers, consultants, and internal/external partners on a wide range of traffic management issues, evaluate proposals submitted by developers and consultants, and allocate and supervise staff and consultant resources for traffic engineering and road safety projects.
You will monitor contractor and consultant performance, attend service delivery meetings to address quality concerns, and agree remedial actions. Additional responsibilities include issuing work to term contractors, supervising sites, agreeing amendments, and attending progress meetings across various highway projects. You will manage allocated budgets for traffic engineering projects, authorise payments to contractors and consultants, and assess and prioritise requests for minor traffic management measures. This role requires excellent technical expertise, effective stakeholder engagement, and the ability to make timely decisions to deliver safe, efficient, and compliant traffic solutions.
