Wiltshire Council is seeking an experienced Energy and Utilities professional to play a pivotal role within its Property Operations and Investment Service. As part of the Energy Team, you will act as the technical lead for building energy management, ensuring robust financial control, regulatory compliance, and continuous improvement across a diverse property portfolio. This is an opportunity to shape best practice, influence strategy, and contribute to ambitious carbon reduction objectives.
As the council's principal point of contact for utilities, you will lead on contract management, procurement, and supplier oversight, ensuring value and performance across high-value agreements. You will collaborate widely with internal stakeholders, from Housing and Schools to Street Lighting, while providing expert input on capital projects, energy infrastructure, and the transition of new and refurbished buildings into efficient, business-as-usual operations.
A key focus of the role is delivering measurable impact. You will drive energy efficiency initiatives, support carbon reduction pathways, and ensure compliance with evolving legislation. Alongside managing budgets, forecasting, and verifying expenditure, you will oversee complex utility site works, contribute to EV infrastructure planning, and guide colleagues in embedding best practice across energy, water, and carbon management.
