European Union Agency for the Space Programme (EUSPA) provides safe, secure, and innovative satellite navigation and communication services for Europe. EUSPA advances the commercialisation of Galileo, EGNOS, Copernicus data and services, engages in secure satellite communication and operates the Space Surveillance and Tracking Front‑Desk. TASKS AND RESPONSIBILITIES
- Manage end‑to‑end procurement procedures, including tender planning, document preparation, evaluation organisation and compliance with financial and procurement rules.
- Coordinate service providers, task allocation and oversee the full life‑cycle of contracts with stakeholders, including preparation, implementation, amendments and closure, ensuring proper follow‑up of work package results, services, outsourced personnel and liquidated damages.
- Monitor and verify contract performance: validate and accept deliverables, service levels, timesheets, ensuring quality, accuracy and adherence to contractual requirements.
- Execute and monitor budget and financial operations: commitments, payments, reporting, ensuring compliance with the Financial Regulation and internal procedures.
- Provide horizontal support and advice to operational teams, coordinating with internal and external stakeholders, maintaining audit trails, and contributing to risk management and process improvements.
- Maintain up‑to‑date databases deployed at the Agency.
- Liaise with other departments, notably Administration and Operations, to ensure execution of related corporate tasks and implement continuous process improvement actions.
- Support the Head of Department (or their assignee) and/or other teams of the department.
ELIGIBILITY CRITERIA
- Completed university studies of at least three years attested by a diploma. Only study titles awarded in EU Member States, or recognised via equivalence certificates, are accepted. For UK qualifications after 1 January 2021 a NARIC recognition is required.
- At least three years of professional experience after obtaining the required diploma. Only experience after the minimum qualification counts. Paid internships and part‑time professional activities are considered pro‑rata.
- Nationality of a Member State of the European Union, Iceland, Norway or Switzerland.
- Entitlements to full citizenship rights.
- Fulfilment of obligations concerning military or equivalent civilian service after the minimum qualification.
- Character requirements. A police certificate confirming the absence of any criminal record will be requested before appointment.
- Minimum C1 level proficiency in one EU language and a satisfactory B2 level in another EU language. The EU languages are: Bulgarian, Croatian, Czech, Danish, Dutch, English, Estonian, Finnish, French, German, Greek, Hungarian, Irish, Italian, Latvian, Lithuanian, Maltese, Polish, Portuguese, Romanian, Slovak, Slovene, Spanish, Swedish.
- Physical fitness necessary for the duties linked to the post; a medical examination by the Agency’s medical service will be conducted before appointment.
SELECTION CRITERIA

- Experience in maintaining contract records and preparing relevant reports/analyses.

FINANCIAL ENTITLEMENTS
The remuneration includes a basic monthly salary along with any applicable additional allowances and reimbursements for eligible expenses upon submission of evidence.
