Job Overview

To ensure the provision of a comprehensive capital planning, advisory and accounting service to the Trust. The service includes preparation of the capital plan, monitoring and reporting variances to plan, forecasting, provision of capital financial analysis for business cases, and attendance at other meetings related to financial management of the Trust.

Key Responsibilities

  • Provide effective capital planning and accounting service to enable the Trust to deliver key projects that provide the best quality patient care.
  • Act as the professional finance lead for the Trust’s major capital projects, ensuring high‑quality and accurate capital reporting information and analysis is provided each month.
  • Analyse and report significant capital budget variances, identify and manage capital slippage, and ensure delivery of the Trust’s CDEL allocation.
  • Hold regular meetings with Project Directors, Chief Information Officer and Estates Director to provide required capital management support.
  • Collaborate with the Central & North London finance team to produce plans and forecasts of capital expenditure.
  • Work closely with other finance teams to ensure a smooth close‑down of accounts at year‑end.
  • Ensure the Capital Plan is produced on the timetable set.
  • Work with Functional Leads for Estates, Strategic Projects, ICT, Equipment and General Managers to coordinate capital activities.
  • Liaise with project managers, sharing information, raising concerns and devising solutions.
  • Train, guide and liaise with all relevant departments to ensure capital processes and controls are clearly communicated, understood and complied with.
  • Comply with Standing Financial Instructions, DOH guidance, Accounting Standards and Audit requirements and provide advice to managers as required.
  • Keep the Assistant Director, Financial Services informed of all issues, including reasons for variances, forecast outturns, etc.
  • Attend meetings for the strategic projects currently underway and report to the ADFS on any issues that emerge.
  • Continuously review and develop systems and procedures within the function to increase efficiency and comply with new guidelines.
  • Critically evaluate business cases, tenders, service developments and cost pressures.
  • Undertake financial modelling and analysis using advanced spreadsheet skills, the Trust’s ledger and other feeder systems.

  • CCAB or CIMA qualified accountant

Skills and Abilities

  • Presenting capital and related financial information in operational, project management, and other forums.
  • Awareness of the public health sector’s regulatory and funding framework.
  • Highly developed technical analysis skills, with the ability to interpret, articulate and communicate findings.

  • Ensure compliance with the Trust’s Safeguarding Children and Adults policies, procedures and protocols.
  • Familiarise with and comply with the London Child Protection Procedures and protocols for promoting and safeguarding the welfare of children and young people.
  • Familiarise with and comply with the London Multi‑Agency Safeguarding Vulnerable Adults pan‑London procedures.
  • Familiarise with and comply with local protocols and systems for information sharing.
  • Know the appropriate contact numbers and required reporting lines.
  • Participate in required training and supervision.
  • Comply with required professional boundaries and codes of conduct.
