White Horse Employment are working exclusively with a leading organisation within the construction and environmental build sector, looking for an experienced and commercially minded Project Manager. This role sits within a specialist build division delivering a range of construction, environmental improvement and nature-based infrastructure projects across the UK. The position requires a strong balance of project leadership, commercial management, contract oversight, team development and delivery excellence across Safety, Quality, Time and Commercial (SQTC) standards. You’ll drive high‑performing project teams, ensure robust commercial outcomes, and support the delivery of sustainable, nature‑based solutions that promote biodiversity, resilience and environmental innovation.

Key Responsibilities

  • Pre‑Construction
    • Lead project planning and support contract negotiations during pre‑contract stages.
    • Oversee full project handover from estimating, typically four weeks before delivery.
    • Chair weekly internal project reviews (tabletops) and allocate clear project objectives.
    • Review all contract and tender documentation.
    • Produce accurate financial and commercial forecasts.
    • Lead procurement and mobilisation planning, ensuring alignment with tender allowances.
    • Develop full project plans incorporating scope, assumptions, deliverables and timelines.
    • Identify opportunities to enhance delivery through supply chain strategy, subcontracting, alternative suppliers and safer/more efficient delivery methods.
    • Compile project‑specific CDM and construction documentation.
    • Submit initial project programmes (typically NEC3/4 Clause 32).
    • Oversee safe and compliant site mobilisation.
  • Construction Phase
    • Manage delivery to strict Safety, Quality, Time and Commercial standards.
    • Lead commercial optimisation, supply chain engagement and client negotiation.
    • Ensure project scope is delivered on time and on budget.
    • Identify and manage contract changes early, assessing impacts on SQTC.
    • Support commercial change management and cost estimation with the QS team.
    • Complete monthly forecasting and financial reporting.
    • Ensure accurate invoicing and positive cashflow.
    • Maintain strong client relationships through weekly progress meetings.
    • Build robust supply chain relationships to ensure quality delivery.
    • Provide visible leadership to project teams aligned with organisational values.
    • Ensure collection of all mandated project data and documentation.
  • Post‑Construction
    • Upload all project documentation to internal systems.
    • Contribute to internal project close‑out reviews / lessons learned.
    • Ensure smooth client close‑out including completion certificates, defect processes and retention.
    • Oversee final commercial and financial close with QS support.
  • Additional Responsibilities
    • Support other business units with delivery where required.
    • Lead weekly resource allocation for the construction programme.
    • Support the Operations Manager in building and sustaining a high‑performing division.
    • Lead, mentor and develop Site Managers and Supervisors.
    • Promote a collaborative, high‑performance culture with clear communication.
    • Support succession planning, career development and people growth.
    • Assist with resourcing decisions across PAYE and subcontractor teams.
  • Bids, Tenders & Business Development
    • Support estimators with high‑quality bid documents, fee proposals and technical responses.
    • Contribute to key account management, lead generation and future project pipeline development.
    • Build relationships with clients and identify new business opportunities in line with business growth plans.
    • Promote services and innovations through events, webinars, and industry platforms.
  • SQTC – Safety, Quality, Time & Commercial
    • Safety
