When he was 16 Mohammed came to London from a small town in the south of France and dived straight into the world of work. Once he’d found his feet and established himself, he decided he wanted to do some volunteering work and give something back to the community that had supported him on his first steps in the big city, so he approached WAES. They offered him a couple of hours a week for a few months, and he enjoyed it so much that when a temporary job in HR became available, he applied for it and was successful.

Fast forward a few years, and Mohammed is now working as a Funding and Compliance Manager, full time in the Management Information System department, and using his experience to encourage and inspire a new generation of Westminster citizens. As a member of the Kurdish community, he knows how difficult it can be to develop the skills, learnings and confidence to establish yourself in a new environment and is committed to sharing the story of his amazing journey, using it to illustrate how WAES can be a catalyst for positive growth and change.

The Role:

On the regulatory compliance officer apprenticeship (RCO), you too can make a powerful contribution. This is an 18-month programme, including a 15-month learning period with an End-Point Assessment. You will gain on-the-job learning in the private housing sector. Our aim is to ensure that every resident, business, and visitor of Westminster will thrive in a clean, safe, and quiet city. Public Protection and Licensing is a service that enhances the lives of our residents and businesses. The service sits at the heart of this vision to deliver a Fairer Westminster.

You will study towards a Level 4 Regulatory Compliance with a private provider. On the days that you are not in classes, you will work within the private sector housing teams, enabling you to develop practical skills.

The RCO apprenticeship will give you a strong foundation for future roles in the industry, such as a Housing Standards Officer. However, completion of the programme does not guarantee a permanent position.

In joining us as an RCO apprentice, you can expect to be supported by passionate, experienced officers. We are team that values inclusion. Motivated to improve living conditions for our residents, many of whom are vulnerable.

About You:

To be a good fit for the RCO apprenticeship, you will have an awareness of the nature and scope of housing regulation in both the public and private sectors. You’ll be mindful of its role in improving housing conditions and protecting the health and safety of tenants.

You are aware of the rationale for carrying out property inspections, compliance audits, and investigations to assess housing standards and identify breaches of legislation. We’d also like you to be aware of housing enforcement and how regulatory officers secure compliance through both informal and formal interventions, including enforcement action.

You have strong written and oral communication skills, with an emphasis on being clear and concise. Working independently is comfortable to you, as is being part of a team. You can manage your own workload.

We’d like for you to be familiar with databases and accurately interpreting electronic information. You are competent with IT equipment and applications. Additionally, you have Grade 4 or C in English and Maths GCSE (or other level 2 equivalent).
