Westminster’s homes and neighbourhoods are at the centre of our commitment to creating a city where every resident feels safe, supported and proud of where they live. Our Major Works Programme is a crucial part of that promise, delivering improvements that protect the quality, sustainability and long-term value of more than 22,000 homes. The Capital Investment Manager plays a hands‑on role in bringing these projects to life.

Working within a high‑performing, multidisciplinary team, you’ll manage a portfolio of capital schemes from early feasibility through to completion, ensuring each one delivers real value for residents. You’ll combine strong technical oversight with a thoughtful, resident‑focused approach, shaping how projects are designed, communicated and delivered. You’ll be closely involved in every stage of delivery, helping to define project scopes, manage risks, lead on contract performance and ensure governance requirements are met.

You’ll work alongside the Major Works team including Resident Partners and Clerk of Works and other teams in housing including Commercial and Contracts, Asset Strategy, and Leasehold Services to keep projects moving with clarity and confidence. You will be responsible for contract management of service providers, ensuring that a constant focus on cost, quality and safety underpins your work, along with a commitment to listening to residents and reflecting their priorities in key decisions.

This is a role for someone who thrives on variety and takes pride in delivering high‑quality, well‑governed, thoughtfully planned work. You’ll bring experience of managing capital projects in the built environment, along with confidence in contract management, risk management and stakeholder engagement. Just as importantly, you’ll bring empathy, patience and a collaborative spirit – the kind of qualities that help build trust with residents and colleagues alike.

If you want to play a practical and visible part in improving homes across Westminster, and you enjoy balancing technical detail with meaningful resident relationships, we’d be very glad to hear from you.
