Westlakes Recruit is currently supporting a leading Tier 1 contractor in the appointment of an experienced Senior Estimator to join a major civil engineering framework delivering complex infrastructure projects within the UK nuclear sector.
This is an exciting opportunity to join a well-established pre-construction team where you'll play a key role in securing major projects by producing accurate, commercially competitive estimates for technically challenging civil engineering works.
Working across a diverse portfolio of high-value infrastructure projects, you'll collaborate with Bid Managers, Commercial Teams, Design Managers, Planning Engineers and Procurement Specialists to develop robust tender submissions from first principles through to final settlement.
The Role
As Senior Estimator, you will take ownership of the estimating process across major civil engineering bids, ensuring pricing is accurate, competitive and aligned with project delivery strategies.

- Drainage and highways
- Utilities and infrastructure upgrades
- Temporary works and complex construction methodologies
- Civil engineering projects within highly regulated environments
Key Responsibilities
- Estimating & Commercial
- Prepare detailed first-principles estimates for major civil engineering and infrastructure tenders.
- Develop labour, plant, material and subcontract pricing build-ups.
- Review Bills of Quantities, specifications and tender documentation.
- Produce quantity take-offs and validate project scope.
- Develop pricing strategies that maximise commercial competitiveness while managing project risk.
- Support budget pricing, feasibility studies and value engineering exercises.
- Tender & Bid Support
- Work closely with Bid Managers to develop winning tender submissions.
- Identify commercial risks, assumptions and opportunities throughout the bid process.
- Contribute to tender strategy, settlement meetings and client negotiations.
- Produce tender reports and pricing summaries for senior management review.
- Procurement & Supply Chain
- Obtain and evaluate supplier and subcontractor quotations.
- Prepare detailed quotation comparisons and commercial evaluations.
- Support supplier selection and procurement strategy.
- Ensure subcontract packages align with project delivery methodologies.
- Planning & Delivery
- Coordinate with Planning teams to ensure programme assumptions align with resource requirements.
- Develop preliminary cost models based on project durations and staffing requirements.
- Ensure temporary works, logistics and construction methodologies are fully incorporated within estimates.
- Support project handovers and post-tender reviews to drive continuous improvement.
About You
We're looking for an experienced estimator who enjoys working on technically complex infrastructure projects and thrives in a collaborative pre-construction environment.
You'll ideally have
- Proven experience as a Senior Estimator or Estimator within major civil engineering or infrastructure projects.
- Strong knowledge of first-principles estimating techniques.
- Experience pricing heavy civils, infrastructure or major construction schemes.
- Excellent understanding of NEC contracts and commercial principles.
- Ability to interpret engineering drawings, specifications and construction methodologies.
- Experience using estimating software and commercial reporting systems.
- Strong analytical, communication and stakeholder management skills.
Desirable Experience
- Nuclear, defence or other highly regulated industry experience.
- Major framework or public sector infrastructure projects.
- Decommissioning or infrastructure upgrade programmes.
- Degree qualified in Civil Engineering, Quantity Surveying, Construction Management or a related discipline.
