Westlakes Recruit is supporting the delivery of a major long‑term civil infrastructure framework within the UK’s nuclear decommissioning sector and is seeking an experienced Quality Engineer to join a high‑performing project delivery team.

This is an excellent opportunity to play a key role in maintaining and continually improving quality management processes across complex civil engineering and infrastructure projects delivered within one of the UK’s most highly regulated environments.

Working closely with Project Managers, Construction teams, Commercial teams and Client Quality representatives, you will ensure that robust quality systems are embedded throughout the project lifecycle, supporting safe, compliant and high‑quality project delivery.

The Role

Reporting to the Project Manager, the Quality Engineer will be responsible for supporting the implementation, maintenance and continuous improvement of the Project Quality Management System.

You will provide technical guidance on quality assurance processes, coordinate audits and inspections, manage non‑conformance activities and work collaboratively with project teams to ensure compliance with client requirements, ISO standards and project governance procedures.

The successful candidate will play a key role in promoting a culture of quality across major civil engineering works including:

• Earthworks and enabling works
• Reinforced concrete structures
• Infrastructure and utility upgrades
• Highways and drainage works
• Structural and temporary works
• Major construction activities within a regulated nuclear environment

Key Responsibilities

• Quality Management
• Support the implementation, maintenance and continual improvement of the Project Quality Management System.
• Provide advice and guidance on project quality requirements, procedures and standards.
• Ensure quality processes comply with client requirements, contractual obligations and ISO 9001.
• Promote continuous improvement initiatives across project delivery teams.
• Quality Assurance & Compliance
• Develop and maintain quality assurance processes throughout the project lifecycle.
• Support project teams in developing Inspection and Test Plans (ITPs).
• Ensure quality documentation is accurate, controlled and maintained.
• Monitor compliance with project procedures and governance requirements.
• Auditing & Inspection
• Plan and undertake internal project audits.
• Carry out supplier and subcontractor quality audits.
• Produce audit reports and monitor completion of corrective actions.
• Verify compliance with project specifications and quality standards.
• Non‑Conformance & Corrective Actions
• Maintain Non‑Conformance Registers (NCRs).
• Monitor Corrective Action Registers.
• Investigate quality issues and support root cause analysis.
• Ensure corrective and preventive actions are effectively implemented and closed out.
• Handover & Documentation
• Support the development of systems to manage project handover documentation.
• Ensure quality records are complete and available for client handover.
• Monitor document control processes and support effective information management.
• Assist in maintaining document management systems including Themis.
• Stakeholder Management
• Act as a key interface with Client Quality representatives.
• Support Project Managers and Construction teams with quality‑related matters.
• Promote quality awareness throughout the project team.
• Work collaboratively with engineering, commercial and operational teams to achieve project objectives.
• Continuous Improvement
• Identify opportunities to improve quality systems and project performance.
• Promote best practice and lessons learned across the project.
• Encourage a proactive quality culture throughout the delivery team.
• Support implementation of digital quality management tools where appropriate.
• Candidate Requirements

Essential

• Previous experience as a Quality Engineer within civil engineering, infrastructure or construction.
• Working knowledge of ISO 9001 Quality Management Systems.
• Experience implementing and maintaining project quality management systems.
• Experience undertaking internal and supplier quality audits.
• Knowledge of Inspection and Test Plans (ITPs).
• Experience managing Non‑Conformance Reports (NCRs) and corrective actions.
• Strong communication and stakeholder management skills.
• Excellent organisational skills and attention to detail.
• Ability to produce clear quality reports and technical documentation.

Desirable

• Previous experience within the nuclear sector or other highly regulated industries.
• Knowledge of Sellafield quality procedures and governance requirements.
• Experience using electronic document management systems such as Themis.
• Internal Auditor qualification.
• Degree or HNC/HND in Civil Engineering, Construction, Quality Management or a related discipline.
• Membership of CQI or other relevant professional body.
• Required Knowledge
