Job overview
An exciting opportunity has arisen for a Senior IT Project Manager in the ICT Department of West Hertfordshire Hospitals Trust. The role is to support the ICT department and the Trust Redevelopment Programme with a number of key projects related to the next stage of work to deliver a new Watford General Hospital. This is a fixed term contract for two years.
Main duties of the job
- Lead the end-to-end delivery of a portfolio of complex ICT projects with a focus on the Trust’s redevelopment programme at Watford General Hospital impacting both clinical and non-clinical services, from initiation through to successful completion.
- Establish project milestones and plans in collaboration with ICT Programme Manager, Trust Redevelopment team, other project managers and project sponsor.
- Scope ICT requirements for Trust redevelopment programme projects, including new builds, refurbishments, office moves, decanting, and demolition works.
- Completes all user requests for project work within the specified time.
- Oversees the installation, configuration and management of all hardware/software of information system projects as assigned within the project timelines.

We are seeking a highly motivated PM with experience who is passionate and has excellent organisation and communication skills. This PM will need a good understanding of the NHS and come with a background of IT related projects. This role offers significant experience working with multi-disciplinary teams and has insight into a diverse range of issues. The role will be part of a dynamic ICT team committed to achieving improvements directly within the IT department and West Hertfordshire Hospitals NHS Trust as a whole.

Education and qualifications
- Degree level education or equivalent level of experience in ICT, project management, or a related discipline, ideally in the NHS.
- PRINCE2 Practitioner (or equivalent recognised project management qualification) or demonstrable experience working to PRINCE2 principles.
- Evidence of ongoing professional development in ICT or project management.
Knowledge
- In-depth knowledge of ICT project lifecycle management, including project scoping, requirements definition, and delivery models.
- Strong knowledge of PRINCE2 methodologies, governance, and documentation standards.
- Strong knowledge of ICT systems, infrastructure, and application deployments within complex organisations.
- Understanding of change management processes, including Change Advisory Boards (CAB).
- Awareness of information governance, data protection, and legislative requirements impacting ICT projects.
- Knowledge of financial management principles relating to project budgets and procurement.
- Knowledge of NHS ICT environments, clinical systems, and outsourced IT service models (ITO).
- Awareness of current and emerging ICT trends, hardware, and software technologies.
Experience
- Proven experience leading complex ICT projects from initiation through to completion preferably within the healthcare industry.
- Demonstrable experience scoping ICT projects, including gathering, analysing, and documenting business, clinical, and technical requirements.
- Experience producing detailed and comprehensive work requests and project documentation to engage ITO and third party resources.
- Experience managing projects that impact both clinical and non-clinical services.
- Experience working autonomously as a lead project specialist within agreed governance frameworks.
- Experience producing high-quality, complete, and accurate project and technical documentation.
- Experience of stakeholder engagement at all organisational levels, including senior managers, clinicians, and external suppliers.
- Experience managing outsourced ICT providers and third party suppliers.
- Experience identifying, analysing, escalating, and resolving complex ICT issues.
- Experience managing project budgets, including quotations, approvals, requisitions, receipting, and invoice authorisation.
- Experience developing and delivering project communication plans.
- Experience of delivering ICT projects within the NHS.
- Experience in procurement exercises, tender documentation, and supplier evaluations.
