We’re looking for a Commissioning Home Manager to lead the opening of Westbury Court Care Home. This is a brand-new 89 bed care home in Lower Bartle just outside Preston, due to welcome its first residents from September 2026. The home will provide high-quality residential, nursing and dementia care with a clear focus on the private market from day one. The groundwork starts now and you’ll be leading it.
You will be responsible for:
- Recruitment and team building.
- CQC registration and readiness.
- Setting operational systems and standards.
- Driving occupancy from zero.
- Establishing local reputation and referral routes.
You will have full site responsibility during the commissioning phase, supported by a Commissioning Director, Regional Director and central support teams. This role suits an experienced Home Manager who has built services or is ready to take full ownership of a new build project.
Contract:
- Salary up to £80,000 per annum
- Up to 40% annual bonus (KPI-linked)

The Opportunity:
You’ll lead all aspects of the commissioning journey—from recruitment and mobilisation through to registration and launch. You’ll have full ownership on site, supported by a Commissioning Director, Regional Director, and central support teams across HR, recruitment, marketing and operations.
Key Responsibilities:
- Lead all pre-opening activity: recruitment, onboarding, training and mobilisation.
- Set up systems, governance, rotas and operational processes.
- Build relationships with local stakeholders including GPs, hospitals and community partners.
- Lead the home through its first CQC inspection cycle to achieve a Good rating.
What You’ll Bring:
- Proven experience as a Home Manager (typically 3 - 5+ years)
- Previous commissioning experience is essential.
- Experience working in a similar-sized or premium care setting.
- Strong understanding of regulatory requirements and inspection readiness.
- A hands-on leader with a track record of building and developing teams.
- Commercial awareness, comfortable managing budgets and driving occupancy.
- Strong stakeholder engagement across local authorities, NHS and community networks.
- Level 5 qualification (or equivalent)
