Overview

Join us in a newly created role as Section 106 Officer, where you will lead the effective delivery of our Section 106 (S106) and Community Infrastructure Levy (CIL) processes. This key role will champion best practice across the organisation, ensuring planning obligations and developer contributions secured by our 5 partner councils are transferred to the Combined Authority, monitored and delivered in a timely and transparent way. As Section 106 Officer, you will play a central part in shaping how growth supports local communities, maximising the impact of development and securing the infrastructure needed to make our region thrive.

Working collaboratively across the Combined Authority and with a wide range of external partners, you will coordinate the identification, prioritisation and delivery of infrastructure projects funded through S106 and CIL. This includes cross-organisational work to deliver sustainable transport interventions such as new bus stops, active travel improvements and pilot programmes. As the process co-ordinator for these activities, you will ensure robust governance, accurate reporting and effective collection and distribution of contributions in line with statutory requirements.

A key part of the Section 106 Officer role is proactively identifying, tracking and maximising all opportunities arising from S106 contributions, including historic agreements, to ensure no value is lost. You will maintain a clear and strategic programme of priority schemes, support consultation and Member approval (where necessary), and act as a trusted point of contact for internal colleagues, local authorities, developers and community stakeholders. Your ability to drive collaboration, navigate complex information and support high-quality delivery will be essential in ensuring development across the region brings meaningful, long-lasting benefits.

The Role

Reporting into the Asset Development Lead, your key responsibilities will include:

  • To develop, implement, and maintain a robust, coordinated system for monitoring all S106 and CIL applications and financial contributions arising from the planning process.
  • Proactively reviewing performance and reporting progress to drive continuous improvement and ensure an efficient, effective end to end process.
  • Working closely with the Land Use Planning team and Transport Services team to coordinate the required mitigation for planning applications.

About You

You will have the following key skills, attributes, education, and experience:

  • Educated to A level or have equivalent relevant experience with S106 administration.
  • Demonstrate an awareness or broad understanding of planning obligation processes.
  • Demonstrated ability as a confident and effective communicator, with the capability to tailor communication and influence or engage stakeholders in a professional setting.
  • Proven ability to establish and maintain effective working relationships with a range of internal/external stakeholders.
  • Knowledge and previous experience of following budget control processes.
