£65,714 per annum (pay award pending) - Grade 11

Leeds / Hybrid Full time / Permanent - 37 hours per week

We are looking for an Implementation Lead (Partnerships) to join our Transport Capital Programme Directorate and help shape the future of transport in West Yorkshire. This exciting role will give you the opportunity to lead transformative projects that enhance bus priority, active travel, and highways infrastructure across the region. As Implementation Lead, you will manage over £1 billion in Department for Transport funding, ensuring projects are delivered on time, within budget, and to the highest standards, all while delivering tangible benefits to local communities. As part of this role, you will lead a skilled team of up to five direct reports as part of a wider team of programme and project management professionals, driving best practices and fostering a culture of continuous improvement. You will collaborate closely with district partners, providing both challenge and support to ensure the successful delivery of our ambitious capital programme targets, ultimately making a lasting impact on the region’s transport network.

The Role

  • Reporting into the Head of Programmes and Partnerships, your key responsibilities will include:
  • To lead, shape, and deliver the strategic objectives of a specialist team, managing the Partnerships function within the Programmes and Partnerships team to support the Combined Authority in achieving its vision.
  • Act as the lead representative for WYCA on all matters relating to this function, providing visible leadership at both regional and national levels.
  • Take ownership of driving partner-led delivery across a complex, high-profile, and flexible portfolio of multi-million-pound major transport projects.
  • Provide high-level strategic advice to the Head of Service, Director, and Leadership Team on issues and opportunities within the team’s area of expertise, ensuring effective input through established governance arrangements.

About You

  • You will have the following key skills, attributes, education and experience:
  • Educated to degree level or relevant demonstrable practical experience in a similar role
  • Experience of programme or project management within large infrastructure projects
  • Demonstrable experience of managing and championing change successfully
  • Experience of managing people including appraisals, performance management, disciplinary, recruitment and selection
  • Experienced in forming and developing effective senior level working relationships with Members, Government and partner organisations to achieve the best outcomes for the organisation
