The West of England Mayoral Combined Authority (MCA) is looking for a highly motivated Programme Manager to join the Organisations Transformation team on a 2 year fixed-term basis. Secondment applications are also welcome. Delivering the Organisational Improvement Programme, you will be responsible for coordinating the delivery of multiple, interdependent change and improvement projects. You will provide strategic oversight, direction and practical support for the programme, working closely with the OIP Programme Lead, OIP Programme Sponsor (CEX) and OIP Senior Responsible Officer (A/CEX), senior leaders, and project delivery teams. We are looking for someone who can bring people with them, using strong influencing and relationship-building skills to navigate complex systems, and drive real change and innovation.
Responsibilities
- Coordinate the delivery of multiple, interdependent change and improvement projects within the Organisational Improvement Programme.
- Provide strategic oversight, direction and practical support for the programme.
- Work closely with the OIP Programme Lead, OIP Programme Sponsor (CEX) and OIP Senior Responsible Officer (A/CEX), senior leaders and project delivery teams.
- Use influencing and relationship-building skills to navigate complex systems and drive real change and innovation.
Qualifications and Experience
- Deep understanding of organisational transformation.
- Experience managing complex change portfolios.
- Ability to provide confident, visible leadership in a dynamic environment.
- Excellent communication and influencing skills, able to build trust and credibility with senior leaders, programme boards, sponsor boards and colleagues across all levels.
- Willingness to take a visible leadership role across the organisation and to help build commitment and momentum for change, with an eye for innovation and improvement—whether through digital tools, data-led insight, or creative collaboration.

Salary and Location
The West of England is an amazing part of the world to live and work. We are based in a new bright and airy office, with all the latest technology, close to Bristol Temple Meads Train Station. The salary for this role is £63,685 - £69,665. This is the full-time equivalent salary, and will be pro-rata for part-time. We advertise salary ranges for job roles, with new appointments for external candidates typically starting at the lowest salary point. In exceptional cases, where higher skill levels or experience are applicable, the salary point may be adjusted to secure the best candidate. This approach allows for potential year-on-year salary increases, offering progression and appropriate rewards to employees.
