The West of England Mayoral Combined Authority (MCA) is seeking to appoint a Commercial Governance & Assurance Manager to join the Finance, Investment & Commercial Directorate. Your key responsibilities will be to ensure a strong focus on delivering the priorities of the Metro Mayor by providing robust commercial governance, assurance, and transparent reporting across all commercial activity. This is your opportunity to shape how public money is governed, reported, and assured, ensuring that procurement and contract management activity is compliant, data-driven, and delivers value for money. We are looking for an experienced commercial governance professional with a strong understanding of procurement legislation, assurance frameworks, and performance reporting, who can work collaboratively across finance, legal, and commercial teams.
Responsibilities
- Supporting effective governance and assurance of all procurement and contract activity across the Combined Authority, ensuring compliance with the Procurement Act 2023, Contract Standing Orders, and internal approval processes.
- Developing clear, insightful commercial reporting, including KPIs, dashboards, and Board papers, to support informed decision-making by the Corporate Leadership Team, Commercial Board, and Committees.
- Ensuring transparency, audit readiness, and data integrity across the commercial lifecycle, providing clear oversight of spend, risk, and performance.
- Completing and maintaining robust audit trails for commercial decisions, evidencing regulatory compliance and value for money.
- Providing expert advice and guidance on procurement policy and compliance to colleagues across the organisation, working closely with Finance, Legal, and Procurement teams.

The salary for this role is £63,685 - £69,665. This is the full-time equivalent salary, and will be pro-rata for part-time. We advertise salary ranges for job roles, with new appointments for external candidates typically starting at the lowest salary point. In exceptional cases, where higher skill levels or experience are applicable, the salary point may be adjusted to secure the best candidate.
