The purpose of the role is to design, define, develop and deliver capital construction projects that range from £5k to £50M of which many can be considered complex projects due to the variety of internal/external stakeholders – funders, services, end users, clients and developers. To lead construction projects managing external consultants design teams and contractor / developer delivery teams. Responsibility for the end-to-end delivery of multiple construction projects at one time across a variety of sectors, education, care, corporate, public buildings, ensuring Central Government, Local Government and Corporate objectives are delivered realising all benefits with full governance observed.

We are seeking a dynamic and experienced project leader to take charge of delivering complex capital projects from initial concept through to completion. In this role, you will be responsible for managing the entire project lifecycle—initiating, planning, executing, and closing projects—ensuring that every objective is met on time and in line with clearly defined success criteria.
You will interpret and respond to the Authority’s strategic vision across estates, education, care, and service delivery, working within established governance frameworks to propose and implement innovative, practical solutions.
With projects ranging in value from £5,000 to £50 million, your expertise will ensure outcomes that meet both organisational and end-user needs. Building and maintaining strong relationships with a wide range of stakeholders is essential.
You will create and lead strategic engagement plans that ensure clear communication, manage expectations, and support the successful delivery of each project. Operating within legal, financial, procurement, and policy frameworks, you will ensure full compliance across all aspects of delivery.
You will also be accountable for thorough documentation, including work programmes, risk registers, lessons learned, and KPI tracking, holding teams to the highest standards throughout. This is a unique opportunity to lead impactful work that helps shape the future of vital public services.
