About the role

The Operational Development Unit (ODU) is responsible for the strategic management of Learning, Training and Exercising (LTE) within the Counter Terrorism Policing (CTP) network. You will plan, design and quality‑assure national CT and Mission 2 training, manage a team of trainers, coordinate with regional staff across the 10 CT regions, and liaise with national capability boards and partner agencies.

Responsibilities

  • Conduct national training needs analysis for new requests and provide solutions aligned with business requirements.
  • Develop, validate and evaluate national training to meet organisational objectives and customer requirements.
  • Explore and develop innovative blended training on platforms such as remote training, eLearning, videos and other technologies.
  • Develop and maintain CPD and training for relevant portfolio cadres.
  • Plan, design, prepare, quality‑assure and coordinate bespoke CT training across the UK.
  • Direct and assist regional trainers in course material development and facilitate Train the Trainer events.
  • Assist the CTP National Senior T&D Manager in overseeing and coordinating CTP funded regional T&D posts.
  • Represent National ODU and provide expert advice at national boards and working groups.
  • Organise and chair relevant national meetings, subgroups and working groups.
  • Support the Senior T&D Manager and ODU SLT in demonstrating ROI, best value and business improvement through L&D activities.
  • Manage relationships with partner agencies and serve as the first point of contact for LTE enquiries nationally and occasionally internationally.
  • Plan and manage individual or team activities, including leading working groups and conferences within specific work streams.
  • Recruit, line‑manage and provide performance management for ODU training staff.
  • Contribute to high‑quality management reports, business papers and recommendations.
  • Collaborate with the Organisational Learning & Exercising team to address training issues highlighted in operational or exercise reviews.
  • Lead national projects and change programmes, providing strategic direction for regional Training & Development Coordinators.
  • Monitor health, safety and welfare of trainers, SMEs and students during courses/events.
  • Promote equality, diversity and human rights in working practices.
  • Perform any other duties commensurate with the role and band/grade.

Essential Skills & Competencies

  • Hold a training qualification (Certificate in Education and Training, Level 4 or higher) or be willing to acquire one.
  • Hold or be willing to work towards a Quality Assurance qualification (e.g., workplace assessor, vocational assessor).
  • Have prior experience managing a learning and development service in a large complex organisation.
  • Have experience managing the complete learning cycle: commissioning, design, development, implementation and evaluation.
  • Have a sound working knowledge of Counter Terrorism Policing and related capabilities.
  • Have experience managing a team of learning practitioners, supporting individual, professional and organisational development.
  • Demonstrated experience of attending, organising, facilitating or chairing working groups.
  • Evidence of successful interpretation and application of relevant legislation.
  • Be conversant with best practice in Counter Terrorism and capable of contributing to training updates.
  • Hold a full driving licence and be prepared to travel nationally.
  • Complete DV Vetting and any other required security clearances.
  • Strong written, verbal and interpersonal communication skills.
  • Ability to persuade, influence and negotiate to achieve objectives.
  • Ability to build collaborative relationships with a wide range of professionals.
  • Ability to prioritise and manage conflicts.
  • Creative and innovative problem‑solving using analysis and insights.
  • Aware of equality and diversity appropriate to this role and a high level of personal integrity.
  • Experience developing and delivering blended and virtual learning interventions.
  • Ability to manage through others.

Desirable

  • Experience working in a programme or project environment.
  • Hold a project management qualification (Prince2, Agile, etc.) or willingness to acquire one.
  • Experience in policy formulation and development.
  • Experience with IT packages for training delivery, including Learning Management Systems and Microsoft Office.
  • Experience managing national portfolios.
  • Ability to lead multi‑disciplinary and multi‑agency groups.
  • Experience in matrix‑management or line‑management of personnel.
  • Experience in a learning, training or exercising environment.

Additional Information

The role is contracted to 36.5 hours per week, with flexible core hours 08:00‑16:00 Monday to Friday. National travel, extended hours and occasional international travel are expected. The post holder must be prepared to travel nationally on a regular basis.

Security Clearance

Applicants must hold British nationality (some dual nationalities may be ineligible) and a Developed Vetting clearance. They must hold or be prepared to undergo and maintain National Security Vetting (NSV) Developed Vetting (DV) level before taking up the post. The material is highly sensitive and distribution is restricted to UK nationals. Any offer of employment will be conditional on obtaining or passing all required security clearances.
