Prospective officers and staff must be held to a higher standard of behaviour and accountability than members of the public, and that therefore their right to privacy can be fettered in certain circumstances. This is to ensure that members of the police are fully aware and accountable for the unique powers entrusted to them and the standards of professional behaviour they swear to uphold.
We are recruiting a Compliance Manager to join our Information Management team. The successful candidate will have management oversight of teams who process the force's activity mandated by Data Protection legislation. This involves record amendment/deletion requests, subject access requests and freedom of information requests, as well as some other forms of non-criminal disclosure.
As well as having oversight of this disclosure work, you will be the Deputy Data Protection Officer, supporting the Force IM Lead and Data Protection Officer managing and investigating data breaches, providing advice to the force and ensuring our compliance with legislation.
The successful candidate will:
- Manage and oversee the Civil Disclosure Team and GDPR Disclosure work (Subject Access and Freedom of Information)
- Manage and oversee the Probation checks and Parole checks
- Drive performance in these areas of business to deliver beneficial change
- Ensure the teams are using the most efficient ways of working to enable them to provide the best service to the members of the public
- Keep track of compliance with legislative time frames and report this to the Force Exec Team at monthly boards
- Support the Force IM Lead with writing and reviewing relevant policy documents to support the work the teams do
- Be aware of all relevant legislation relating to CDU and GDPR in order to support the managers with complex cases
- Prepare succinct reports to SLT/Force Exec Team where process changes could realise benefits for the force in line with force values
- Build relationships within the force, and with peers in other forces to ensure WMP stays at the forefront of developments made in this area of business
- Have the ability to communicate between the technical and non-technical
- Enable and inform appropriate risk-based decisions
- Understand and interpret complex legal and regulatory documents/legislation
- Complete internal reviews for FOI and SAR processes
- Proven ability to build effective working relationships with senior stakeholders
- Be the first point of contact for NPCC queries and support with national data sharing agreements for which our Chief Constable is the portfolio lead
- Support the Data Protection Officer in implementing strategies for DP compliance across the force
- Review DPIAs and Information Sharing Agreements
- Provide advice and guidance to the organisation on compliance with the DPA 2018 and GDPR
- Communicate with the ICO on data protection issues as mandated by DPA 2018
- Raise awareness, support training and audit compliance across the force in line with DPA 2018
- Complete DPO duties while the DPO is out of force
The ideal candidate will have a proven track record in management, someone who is able to evidence adhering to frameworks and legislation. You should be an exceptional leader, a proactive problem-solver, and an effective communicator, able to influence and advise at all levels of the organization.
Essential Qualifications and Experience:
- A professional qualification in data protection, information management, or a related field.
- Significant experience in a senior management role.
- Demonstrable experience of leading and managing teams.
- Expert knowledge of data protection, freedom of information, and other relevant UK legislation.
