We have an excellent opportunity for a Delivery Manager – Place Based Development to join our Employment and Skills team.

In this role, you will play a key part in delivering the ambitions of the West Midlands Growth Plan (WMGP), supporting residents to gain new skills, progress into higher-level learning, secure employment and achieve in-work progression.

You will lead the management of a portfolio of Adult Skills funded programmes, working collaboratively with local authorities, colleges, adult education services, government departments (including DWP) and the voluntary and community sector. Your focus will be on ensuring these partnerships deliver measurable outcomes, improve lives, and support inclusive regional growth, and aligned to Integrated Settlement.

What you will be doing.

  • Provide strategic oversight and performance management of Grant Providers to ensure high-quality and impactful programme delivery.
  • Lead the co-design and co-commissioning of provision with Local Authority partners, aligning activity with the WMCA Employment and Skills Strategy, local place-based priorities and labour market needs.
  • Manage relationships with key stakeholders including FE colleges, HE institutions, adult education services, DWP and community organisations.
  • Use data and insight to monitor delivery performance, drive continuous improvement, and support the achievement of outcomes set out in the Integrated Settlement Outcomes Framework.
  • Oversee funding allocations, financial performance, and contract spend to ensure effective delivery of approximately £150 million in skills funding each year.
  • Lead and support the Assistant Delivery Managers – Place Based Development, promoting a collaborative and high-performance culture.
  • Lead the team to produce monthly place-based reports for each Local Authority and present key findings and performance data to internal stakeholders.

What\’s Essential.

To succeed in this role, you will have:

  • Experience in contract or performance management, ideally within skills, employability or public sector funding environments.
  • A proven ability to manage and influence a wide range of stakeholders to achieve shared objectives.
  • Strong analytical and numeracy skills, with the ability to interpret complex data and present findings clearly.
  • Knowledge of government funding streams related to skills, employment, and economic growth.
  • Excellent communication, organisational and time management skills.
  • Proficiency in Microsoft Excel and other MS Office applications, with confidence producing reports, presentations, and data visualisations.

Location.

The location for this role is Summer Lane with at least 2 days a week spent in the office.
