About the role

As Senior Property & Development Manager, you will lead the management and optimisation of a diverse portfolio of land and property assets, delivering a broad range of property transactions and development activity, including acquisitions, disposals, and lettings. You’ll oversee asset performance, ensure compliance with statutory and landlord responsibilities, and contribute to achieving WMCA’s strategic and financial objectives. This is a senior leadership role where you will manage and develop a team of property professionals, build strong internal and external relationships, and deputise for the Head of Property & Strategic Assets as required.

What you’ll be doing

  • Leading on acquisitions, disposals, lettings, and landlord & tenant matters
  • Negotiating leases, licences, sales, and other complex property transactions
  • Managing and optimising the portfolio to deliver strong financial and strategic outcomes
  • Building and maintaining effective relationships with tenants, partners, and stakeholders
  • Commissioning and managing external advisors including agents, surveyors, valuers, and consultants
  • Providing strategic property advice, including planning appraisals and development opportunities
  • Preparing and presenting reports to senior leadership, committees, and boards
  • Ensuring compliance with legal, statutory, and health & safety requirements
  • Supporting sustainability and carbon reduction objectives across the portfolio
  • Leading, coaching, and developing the Property Management team
  • Managing budgets, income, service charges, and overall financial performance
  • Ensuring accurate asset data, valuations, and reporting to support business planning and audit

What’s essential

  • Significant post‑qualification experience in estates or commercial property management
  • Experience managing a diverse portfolio in the public or private sector
  • Proven track record delivering complex property transactions, including lettings, lease renewals, rent reviews, acquisitions, and disposals
  • Experience negotiating with developers, landowners, and public sector partners
  • Strong stakeholder management and relationship‑building experience
  • Knowledge or experience of Compulsory Purchase Orders or Transport & Works Act Orders
  • Degree in estates management or a related property discipline
  • Chartered Surveyor (MRICS) or equivalent

Location

Summer Lane – at least 2 days a week spent in the office.
