Bus Franchising is one of the most ambitious transport initiatives ever undertaken in our region. It will deliver a simpler, more reliable, and more affordable bus network that better connects people to jobs, education, and opportunity. The WMCA are at a pivotal stage in shaping the future of bus franchising in the West Midlands, and we are looking for skilled and proactive Business Analysts, for a period of 12-months, to play a key role in this transformation. This is a unique opportunity to help define what bus franchising will look like across the region - shaping processes, ways of working, and service delivery models from the ground up.

Working closely with subject matter experts and stakeholders across a wide range of functions, you will gather requirements, facilitate discussions, and translate business needs into practical, deliverable solutions. You will support a broad range of areas including commercial, customer experience, franchise provision, and Digital and Data and be confident leading workshops, engaging stakeholders, and driving conversations that help shape decisions that move the programme forward. This role goes beyond traditional business analysis - it is about contributing to a major, region-wide transformation that hasn’t been delivered at this scale within WMCA before. You will play an active role in supporting the successful delivery of the Bus Franchise Programme, helping to design and embed the processes and systems that will underpin bus franchising across the West Midlands.

What you will be doing:

  • Use data modelling to create and analyse suggestions for strategic and operational improvements.
  • Evaluate internal functions, business development strategies, and IT processes to recommend business and process flow improvements.
  • Provide an active internal consultancy in Business Analysis.
  • Support the Project Manager in creating and maintaining standards and ways of working.
  • Understand the organisation's ecosystems and its inter-dependencies.
  • Collect, understand and document business requirements and translate these into functional specifications and detailed test plans.
  • Perform route to market and implementation planning activities.
  • Collaborate with project stakeholders to understand and investigate feedback.

What’s essential:

  • Extensive BA experience.
  • Experience of business process modelling and optimisation tools and techniques.
  • Experience of supporting transition from the As-Is position to the To-Be state.
  • Proven experience of identifying potential solutions and appropriateness of emerging technologies.
  • A track record of building rapport and excellent relationships with a range of stakeholders.
  • Experience of identifying and evaluating and mitigating issues & risks.
  • Excellent analytical skills.
  • Excellent written communication and interpersonal skills.
  • Ability to articulate technical solutions to both technical and non-technical audiences.
  • Ability to work under broad direction within challenging and unpredictable environments, influencing strategic decision making.
  • Able to work to tight deadlines.

Location: The location for this role is Summer Lane with at least 1 day a week spent in the office, but more often when required.

Salary and benefits:

  • Local Government Pension Scheme (one of the most generous pension schemes in the UK).
  • Shared Cost Additional Voluntary Contribution scheme.
  • 28 days paid annual leave (with an option to purchase more) + Statutory days.
  • EV car benefit scheme.
  • Healthcare plans.
  • Discounted gym membership, will writing, and mortgage advice.
  • An option to buy a bicycle, including e-bikes and adapted pedal cycles, at a discounted rate.
  • 3 days of paid leave each year to volunteer.
  • Interest-free financing through SmartTech to buy the latest technology.
  • Discounted shopping with over 2,000 big-name retailers.
