We are recruiting a Fleet and Driver Compliance Officer to join an award-winning team. Forming part of the existing Fleet Compliance Team, you will support Operator Licence compliance across the organisation. West Lothian Council operates a fleet of around 1,100 vehicle and plant items supporting service delivery to the residents of West Lothian. The Service continues to enhance operations in our state-of-the-art workshop facility at Whitehill Service Centre, Bathgate.
Reporting to the Fleet Asset and Compliance Manager, you will be responsible for:
- Undertaking regular Operator Licence compliance audits
- Vehicle incident investigations
- Implementing a systematic vehicle compliance inspection programme
- Ensuring drivers meet all legal requirements in relation to road transport legislation
You will work 36 hours per week over Monday to Friday. Overtime working may be required at peak times. You will receive 26 days annual leave or 31 with more than 5 years' service, and 7 public holidays a year, along with access to the council's excellent pension scheme and employee benefits scheme which provides discounts at over 90 local businesses and over 1000 nationwide.

If you possess the following skills and experience, we would love to receive your application:
- Must have demonstrable 3 years' experience in identifying issues of a non-compliant nature
- Must have demonstrable experience of Operator Licence compliance and DVSA minimum standards in fleet operations
- Must be fully coherent with matters of Operator Licence undertakings, the Guide to Maintaining Roadworthiness and the MOT Inspection Manual
- Experience in accident investigation and report writing
- Demonstrable ability to understand and produce accurate budgets and forecasting
- Demonstrable ability to understand and produce accurate fleet-related audits
- Demonstrable people skills are essential
- Hold a class C vehicle licence
- Educated in a relevant discipline or with equivalent direct experience
- Extensive experience of managing a large, multi-variant fleet and its functions
- A sound knowledge and understanding of the work portfolio, which includes the council's fleet, plant and equipment assets and various legislative requirements such as LOLER and PUWER, HAVS, Noise and Tyre regulations
- A sound knowledge and understanding of the council's operator's licence supporting vehicle and driver compliance and accurate data management
- A proven record of delivering required results within a customer-focused organisation
- Excellent written and verbal communication skills
- Good inter-personal skills
- Ability to drive service delivery to a consistently high standard
- Proven corporate thinker and partnership worker
