West Lothian Council is committed to obtaining value for money in all of its procurement activity, and to ensure that it meets its legal responsibilities under the Procurement Reform (Scotland) Act 2014. We are looking to recruit a Procurement Officer who will work within a team of procurement professionals to support council services to ensure procurement activities support the delivery of positive outcomes to the West Lothian community.

The role includes providing support, advice and guidance to managers and leading on aspects of the procurement lifecycle, including market and supplier analysis, options appraisal, tender process, evaluation, data analysis and negotiation to ensure that contracts are delivered which meet the needs of stakeholders. You will be responsible for meeting end user requirements focusing on best value, sustainable procurement and community wealth building objectives.

You will provide professional public sector procurement advice and guidance to suppliers, internal client departments, colleagues and external stakeholders, while delivering a high quality, customer focused service. You should have relevant procurement experience, working in a fast paced dynamic environment and you should preferably have achieved or be willing to work towards CIPS qualification.

Hybrid working is available for this role, with part of the working week based in the council’s Civic Centre in Livingston.
