The role Early Learning and Childcare Area Support Manager (ELCASM) provides support to Headteachers to manage ELC settings across the year. 50-week ELC settings offer placements between 7.45am and 6.15pm Monday - Thursday, and Friday mornings.

The post of ELC Area Support Manager is a key post within the school management structure and is line managed by Headteacher. The postholder will have responsibility across a number of settings in the Blackburn area (which can change), supporting other settings to cover colleague’s leave.

In consultation with the Headteachers, Strategic Resource Manager, the Quality Improvement Officer for Early Years and EY Development Officers, the ELC Area Support Manager will take a lead role for:

  • Management of staff including covering staff absence when required
  • Recruitment and selection
  • Organising and delivering high-quality training and supporting ELC CPL at all levels
  • Promoting high-quality learning experiences for all children within the ELC setting
  • Ensure effective partnership working with all stakeholders
  • Taking a lead role and participating in Quality Improvement activities as delegated by Headteachers, working in partnership with Care Inspectorate
  • Taking responsibility for ensuring all ELC settings comply with WLC Policies and procedures including Health and Safety, Complaints, Child Protection

The post holder must be working towards the BA degree in childcare, GTCs registration or equivalent and be able to demonstrate breadth and depth of experience in an early year’s educational establishment. The postholder must be eligible to register with the Scottish Social Services Council (SSSC) as a manager and will be subject to a Disclosure Scotland check.

This post is considered Regulated Work with Vulnerable Children and/or Protected Adults, under the Protection of Vulnerable Groups (Scotland) Act 2007. Successful candidates will be required to join the Scheme or undergo a PVG Scheme Update check prior to commencing employment and the cost will be met by the candidate.

The fee for a Full PVG Scheme Membership is £59 or Existing Member is £18. The £59 cost (where appropriate) will be deducted from your salary over a 1 or 3-month period by repayment schedule. If your employment concludes before the amount is re-paid in full, the outstanding balance will be deducted from your final salary.
