We are seeking an exceptional, values‑driven leader to join our Executive Management Team as Director of Housing and Environment, for a 2 year fixed term contract. This is a pivotal role with corporate responsibility for shaping and delivering high‑quality housing, environmental and asset management services that make a real difference to our communities. Reporting to the Deputy Chief Executive, you will provide strategic leadership across housing and environmental services, playing a central role in driving the Council’s corporate objectives and embedding a One Council approach.
About the role:
- Provide strategic and operational leadership for the Council’s Housing Revenue Account (HRA), ensuring regulatory, statutory and financial compliance.
- Act as the Accountable Person for Building Safety, ensuring all housing standards and regulations are met.
- Lead Housing Strategy, estate and tenancy management, homelessness services, income collection, repairs and maintenance.
- Have strategic responsibility for Environmental Services, including waste management, recycling, clean and green services, sustainability and technical services.
- Lead on asset management, regeneration, capital investment and commercial estates.
- Drive a culture of commercial awareness, performance excellence, innovation and customer focus.
- Be accountable for the delivery of one of the Council’s Corporate Objectives.
- Act as a Deputy for the Deputy Chief Executive and serve on the Executive, Corporate Management and Corporate Incident Management Teams.
You will work closely with elected Members, senior officers, partners and stakeholders to ensure services are aligned to the Council’s vision, values and priorities.
What you will bring:
- Degree‑level education and a relevant professional qualification, supported by ongoing CPD.
- Senior leadership experience in environmental services, with additional experience in housing preferred.
- A strong understanding of the local government operating environment and a commitment to public service.
- Proven experience managing large capital and revenue budgets, with strong commercial acumen.
- A track record of leading transformation, managing change and delivering improved outcomes.
- Excellent political awareness and the ability to build trusted relationships with Members and partners.
- A leadership style that is inclusive, visible and values‑driven.
You will be comfortable balancing strategic leadership with operational accountability, and confident in representing the Council at a local, regional and national level.
